Listed houses, Meadway semis and flats: one room at a time

One bathroom can be the whole job, and we take it on in any Southgate home, whether it is a shower room in a flat over a shop or a bathroom in a grade II house on The Green. This page draws on Enfield’s planning register for decisions involving bathrooms in listed houses, and explains soil and vent pipes under the Article 4 directions, the council’s building control and electrical rules, and its adaptations grant.

Bathroom renovation in Southgate at a glance

In Southgate, the building decides how much a bathroom involves. In a listed house, such as Old House or Arnoside Cottage on The Green, Enfield’s listed building consent reaches internal work that affects the building’s character. On a house in Enfield’s 2008 Meadway schedule or its 2009 schedule for Cannon Road and Abbotshall Avenue, installing a soil and vent pipe is among the changes the direction brings under control, for Meadway on elevations facing or visible from a highway or open space. In a flat, the lease comes first, or Enfield Council where it is the landlord. Building control and the electrical rules can apply in every case.

The buildings

Listed houses where a bathroom can need consent

Several Southgate houses are listed at grade II, and Enfield’s planning register records individual decisions involving bathrooms in some of them. Each decision was made on its own facts.

Among the grade II entries on The Green, Planning Data lists Old House (list entry 1079534), Essex Coach House (1189151), Arnoside Cottage (1189163) and the entry named Norbury House Sandford House (1294404), all four also in the Southgate Green appraisal’s list. On the High Street, 15 and 17 High Street are listed grade II (1390720), and so is the entry named Avington Croft Cottage Holcombe House (1358710), a row that the council places outside both conservation areas, between Southgate Green to the south and Southgate Circus to the north.

In August 2002, the register shows, Enfield granted listed building consent for internal alterations at one of the houses at 23, 24 and 26 to 32 The Green, including removing a partition between the bathroom and a lobby, a new bathroom partition, a WC basin in the understairs cupboard and an extractor flue to the rear. In June 2012 it granted consent, with conditions, for an extension and internal alterations at one of the listed cottages at 15 and 17 High Street, including a first-floor shower room.

In a listed row on the High Street outside both conservation areas, Enfield granted consent, with conditions, in January 1997 at one house for first-floor alterations rearranging the bathroom and a bedroom and forming an en-suite. In June 2020, at a house in the same row, it refused consent for a single-storey rear extension with internal alterations, including moving the staircase and the first-floor bathroom and adding a second-floor bathroom. It found the extension harmful in design and size, and too little information to show that the alterations and extension together would not irreversibly alter or diminish the building’s significance.

Permissions and local rules

Consent, pipes and building control for a Southgate bathroom

What one listed case required

What did the council attach to a listed bathroom consent?

In a March 2017 case at one of the listed houses on Cannon Hill, inside the Southgate Green Conservation Area, Enfield granted listed building consent for works that included a new en-suite bathroom. Its conditions required details of any new external vents or flues to be approved before installation, prior approval wherever services would be visible or concealed in ducts, and no plumbing or pipes on the outside faces unless shown on the approved drawings, to protect the listed building’s appearance and character. That was one decision, but it shows why vent and pipe routes belong on the drawings.

A new soil and vent pipe and Article 4

Can a new soil pipe go on an outside wall?

Inside a conservation area, a soil and vent pipe on a wall or roof slope that fronts a highway and forms the principal or a side elevation needs planning permission under national rules. Enfield’s 2009 schedule for Cannon Road and Abbotshall Avenue also lists installing, altering or replacing a soil and vent pipe, with no limit to work fronting a highway, open space or waterway; in its 2008 Meadway schedule the same entry falls under elevations facing or visible from a highway or open space. The 2006 direction’s schedules do not list them, so check your address with the council.

Building Notice and electrics

Which building control route suits a bathroom?

With an Enfield Building Notice, no plans are passed: you and your builder are responsible for meeting the Building Regulations, and the council says it should be used only where all parties are fully competent and familiar with the regulations. Inspections follow the Full Plans regime, and a completion certificate follows satisfactory completion. Enfield’s checklist requires a notice for electrical work only for a new circuit, a replacement consumer unit, or an addition or alteration to existing circuits in a ‘special location’, and even that work can be done by a registered competent person.

If Enfield Council is your landlord

Does a like-for-like suite need the council’s consent?

This applies only where Enfield Council is the landlord. In the council’s alterations charges, as published in July 2025, replacing a bathroom suite, basin, bath or shower, or tiling, counts as ‘like for like’ work, which still means an application; adding, altering, moving or removing water, gas or electrical services is ‘minor structural’. Copies of any planning permission or building regulation approval must be sent to the council before work begins, and the gas, electricity, water and sewerage companies may need notices first. Outside council ownership, follow the lease.

What the work covers

What a Southgate bathroom renovation covers

Pipe runs and the soil stack

Settle the waste route before the layout. A WC and shower placed close to the existing stack keep pipework inside, which matters most on a listed house or a house on an Article 4 schedule, where a new outside pipe raises its own consent question. In a listed house, record the existing pipe routes, floorboards and joists, so that any application can show exactly what the new drainage will disturb.

Waterproofing and the room below

Tank the shower area and the floor around it before tiling, and fit access panels to concealed valves and traps so that a leak can be found without breaking tiles. In an upstairs bathroom in a flat, a leak reaches the home below, so agree the floor build-up and any shower tray detail with the managing agent, and pressure-test the supply and waste pipes before the floor is closed.

Water use and fittings

Enfield’s 2014 Development Management Document, citing a 2007 Environment Agency study, calls the borough ‘an area of serious water stress’, and says residents then used 166 litres of water each a day, well above the national figure of 146. Its water-efficiency policy, DMD 58, applies to work that goes through the planning process, but low-flow taps and showers and a dual-flush WC reduce water use in any bathroom.

How we work

How we run a Southgate bathroom renovation

  1. Visit

We see the room, trace where the stack runs, and check which floor it is on and what lies beneath.

  2. Survey

The drainage falls, the extract route and the floor build-up at the door are measured before a layout is drawn.

  3. Design

The layout, waterproofing and storage are drawn; where a floor or wall changes, our own architects and structural engineers design it.

  4. Price

You receive a fixed written price once the design and fittings are agreed.

  5. Installation

The dates, and any days without a working bathroom, are agreed before work starts.

  6. Handover

Testing, then care notes for the finishes and fittings. Completed work carries a 12-month defects-rectification period under the JCT contract terms.

Your brief

Before you ask for a quotation

  1. Check the listing and any schedule

Look up the house on Planning Data and, if it is in a conservation area, check whether it is in an Article 4 schedule. If it is listed, ask about listed building consent before choosing fittings; if it is on the 2008 or 2009 schedule, plan the soil and vent pipe route before anything else.

  2. Record the room as it is

Measure the room and photograph the floor, ceiling, window and any old fittings, and mark where the stack, the boiler and the water supply run. In a listed house, include the joinery, panelling and floorboards, so that the significance of anything to be altered can be shown.

  3. Tell us who else must agree

Say whether the home is a flat, who the freeholder is and whether Enfield Council is your landlord. If anyone in the home needs an adapted bathroom, say so early, so that a grant application can be made and decided before the work is booked.

Questions before you begin

Bathroom renovation in Southgate: questions

Do you take on one Southgate bathroom by itself?

Gladly. A standalone bathroom, with nothing else in the home to be done, is a job we take on in any Southgate property, from a shower room in a High Street flat to a family bathroom in a Meadway house. Send the room’s size, the floor it is on, what lies beneath it and a few photographs. If the house is listed or on an Article 4 schedule, or Enfield Council is your landlord, say so at the start, because each can add a consent before work.

Does Enfield charge for building control on a new shower room?

Where an application is made, yes. Enfield’s building control charges for 2026-27, effective 1 April 2026, set one standard fee for a new WC, shower or utility room installation, whether you use Full Plans or a Building Notice. If the electrical work is not done by a registered competent person, a separate charge for the new electrical works applies on top, with no discount for multiple works. Not every bathroom refit is notifiable building work, so ask whether yours is.

Enfield: Building Control Charges 26/27, effective 1 April 2026 (PDF) · Enfield: building control applications

What if earlier bathroom work was never approved?

Enfield can consider it through regularisation, its route for retrospective approval of work started without consent, but you may need to lay open the work and alter it to comply with the Building Regulations. Under the 2026-27 charges, effective 1 April 2026, regularisation costs more than the standard charge for the same item. If you are buying a Southgate home, ask for the completion certificate of any bathroom work that needed approval.

Can I get help paying for an accessible bathroom?

Possibly, through Enfield’s Disabled Facilities Grant; its page sets out who may apply. It begins with an occupational therapist assessing your needs, or your child’s. Except where it is for a disabled child, the grant is means-tested. The work it can fund includes an adapted bathroom and a level-access shower, but the council must have confirmed the grant in writing first, and it cannot pay for work already started or finished.

What should a listed building consent application for a bathroom show?

Enough to show what is historic and what will change. In the 2020 High Street case above, for an extension with internal alterations, Enfield’s conservation officer said that alterations to that listed dwelling needed details establishing the historic significance of the building and of the parts to be altered or lost, and the council refused consent partly for lack of information. Measured drawings, photographs of the joinery and floors, a statement of significance and the pipe and vent routes give the council that picture.

Is a Southgate N14 bathroom always an Enfield matter?

Not always. Part of the N14 area lies in Barnet, and the council rules, charges and grant described here are all Enfield’s. Enter the postcode in GOV.UK’s council finder; if the answer is Barnet, ask Barnet Council about any listing, any outside pipe or vent and its building control arrangements before you plan the room.
