Bathroom renovation in Cockfosters

First-floor bathrooms, parade flats and listed rooms

Bathrooms in Cockfosters are found in houses on Cockfosters Road, in flats above the parade shops and in apartments in converted older buildings across the Barnet boundary. Enfield’s and Barnet’s registers record bathroom, pipework and wiring work in several of these, so find out which council covers the address and what has been recorded for the building before choosing fittings.

Bathroom renovation in Cockfosters at a glance

Enfield’s building control register shows bathroom work being notified at houses on Cockfosters Road. A record from November 1999 covers forming a first-floor bathroom and enlarging the ground-floor kitchen at one house, and another from December 1999 covers altering the kitchen and bathroom, with associated drainage, at a different house; both are marked as complete. Records like these show what an earlier owner notified, which helps when floors are lifted and old waste pipes are traced.

The buildings

Where Cockfosters bathrooms sit, and what the records show

Bathrooms here range from rooms added upstairs in houses to en-suites in converted apartments and rooms in listed buildings; the councils’ records show how each has been handled.

At an Enfield address, a house bathroom can be taken through a building notice, and Enfield is plain about what that means: no plans are approved in advance, so responsibility for meeting the regulations stays with the owner and the builder, and the council says it should only be used where all parties are fully competent. It still writes to confirm it has accepted the notice, inspects the work on the same basis as a full plans application and gives a completion certificate when it is satisfied. File that certificate with the deeds.

Enfield: building control applications

Flats bring other records. Barnet’s building control register holds a 2019 record of modifications to a bathroom, an en-suite and a kitchen at a flat in Ludgrove Hall on Games Road, marked as complete. Wiring is recorded too: competent person notices covering, among other work, a circuit alteration or addition in a special location were logged in 2024 at a flat in West Farm Court in Barnet and in 2026 at an address on Station Parade in Enfield. In a converted hall, the stack, the joists and the flat below shape what a new en-suite can do.

Listing reaches several kinds of building here. Planning Data’s search returns 33 listed entries, all grade II, intersecting Enfield’s Cockfosters ward, among them 325–335 Cockfosters Road and Trent Park House; the ward also takes in Hadley Wood, which has its own pages, and the search does not say which entries are homes. In a listed building, settle the bathroom’s position, pipe runs and extract route before the consent drawings are prepared, so the application describes the whole job rather than leaving the services to be added later.

Soil pipes and extract outlets outside

Can a new soil and vent pipe or extract outlet go on an outside wall?

Check before drilling. National permitted development rights for a soil and vent pipe or a flue on a house stop short, in a conservation area, of a wall or roof slope that faces a road and is the front or a side of the house. Enfield’s 2006 direction for the scheduled Cockfosters Road cottages does not list soil and vent pipes; check its schedule for your address with Enfield. At Trent Park, Enfield’s 2023 listed building consent for work to a cottage, given with conditions, covered an extract aperture and a soil vent pipe among other items.

Wiring in the bathroom zone

Who signs off new circuits near the bath or shower?

Under Enfield’s building notice checklist, Part P electrical work needs no building notice of its own except a new circuit, a replacement consumer unit and any added or altered circuit in a special location, and a registered competent person can carry out that work instead. The Station Parade and West Farm Court records described above are competent person notices of that kind. According to GOV.UK, the installer then issues a certificate, and it appears in the searches a buyer’s solicitor makes.

Water use in a new Enfield flat

Do Enfield’s water rules reach a bathroom?

They can for a new flat. Enfield’s 2023 permission for a flat on Station Parade carries a condition requiring details, before work starts, that show water use of 105 litres per person per day or less through water-efficient fittings, appliances and recycling systems. The stated reason is water conservation and efficiency under Core Policy 21 of the Core Strategy and the London Plan. Separately, Enfield’s DMD 58 says new homes, including conversions, must achieve water use under 105 litres per person per day, and refurbishments that need planning permission are asked for the highest level of water efficiency.

If Barnet Council is your landlord

What can a council leaseholder change in a Barnet bathroom?

Provided the lease permits it, Barnet Homes may agree to a bathroom being renewed, to a new en suite or to a bathroom becoming a wet room. Re-tiling may be agreed as long as panels, ventilation ducts, service pipes and other communal services stay reachable, and an asbestos survey has to come first. Swapping taps needs no approval, but a new boiler or any electrical work does need Barnet Homes’ consent in writing.

Working hours, skips, parking and the conservation area maps for the whole area are in our Cockfosters guide. Local guidance checked ; requirements depend on the address, the building and the complete proposal.

What the work covers

The bathroom work we carry out in Cockfosters

Strip-out and the route to the drain

We take the room back to its structure, trace the waste to the stack or drain and check its fall, and look for older pipe runs left from earlier refits. In a house on Cockfosters Road or Games Road, that tells us whether a new layout can keep the existing route or needs a new one, before any fitting is chosen.

Floors, waterproofing and the room below

Floors are checked and strengthened where needed, then tanked around showers and wet areas. Above a shop or in a converted hall, the floor build-up is agreed with the lease in hand so that the home or business underneath is protected from leaks and noise, and access panels to shared services stay where the lease requires.

Ventilation, electrics and certificates

An extract fan is ducted to the outside on a route agreed before the walls close, and wiring in the bathroom zone is done by a registered installer. We collect the certificates and any building control completion record at handover, so the room’s paperwork is ready for the next sale or a landlord’s inspection.

How we work

How we run a Cockfosters bathroom renovation

  1. Visit

We see the room, trace where the stack runs, and check which floor it is on and what lies beneath.

  2. Survey

The drainage falls, the extract route and the floor build-up at the door are measured before a layout is drawn.

  3. Design

The layout, waterproofing and storage are drawn; where a floor or wall changes, our own architects and structural engineers design it.

  4. Price

You receive a fixed written price once the design and fittings are agreed.

  5. Installation

The dates, and any days without a working bathroom, are agreed before work starts.

  6. Handover

Testing, then care notes for the finishes and fittings. Completed work carries a 12-month defects-rectification period under the JCT contract terms.

Your brief

Before you ask for a quotation

  1. Say which building it is

Tell us whether the bathroom is in a house, a flat above a shop, a block or a converted hall, and which council covers the address. Say too if you know of a listing or a conservation area, because that decides which records and consents we check first.

  2. Photograph the services

Send photographs of the room, the soil stack or waste outlet, the boiler or hot-water cylinder and the consumer unit, with the room’s measurements. Mention any leaks, marks on the ceiling underneath or steam that lingers after a shower.

  3. Find the lease clauses

For a flat, copy the lease clauses on alterations, floor coverings and shared pipes, and find out what the freeholder or agent wants to see before work starts. If Barnet or Enfield Council is your landlord, the council’s own alterations process applies.

Questions before you begin

Bathroom renovation in Cockfosters: questions

Is a standalone bathroom in a Cockfosters house or flat a job you take on?

Yes, and gladly. A standalone bathroom renovation is a job we take on in its own right, from the family bathroom in a Cockfosters Road house to an en-suite in a Games Road apartment or the single bathroom of a parade flat. We survey the room and its services, draw the layout and price that room alone, so nothing else in the home has to change.

Does a new first-floor bathroom need building control?

It can, and Enfield’s register shows such work notified at Cockfosters Road houses. If an earlier bathroom at an Enfield address was fitted without approval, the council’s regularisation route for retrospective approval may require the work to be laid open and altered to comply. For a Barnet address, the GOV.UK guide explains the national routes, including installers registered to certify their own work.

If Enfield Council is my landlord, can I move the bathroom?

Not without the council’s written consent. Enfield classes adding, moving, altering or taking out any gas, electrical or water service as a minor structural alteration in its leaseholder process. Whatever planning permission or building regulations approval the job requires has to reach the council before work begins, and the gas, electricity, water and sewerage companies may need to be notified.

Who looks after the pipes that pass through my flat?

Start with the lease. If Barnet Council is your landlord, Barnet Homes’ Your Lease page explains that in a council-owned block you own the tanks, cisterns, drains, pipes, wires and ducts that serve only your home, and the council as freeholder owns any pipe through your flat that serves other homes as well. In a private block, the lease and the managing agent settle the same question before a stack is touched.

Can a bathroom be adapted with council help?

Both councils describe routes. Enfield’s Disabled Facilities Grant begins with an assessment by an occupational therapist, may pay for an adapted bathroom or a shower with level access, and has to be confirmed in writing before any work starts. Barnet’s adaptations page directs people to options including the Barnet Care and Repair Agency, which can help in finding a builder and overseeing the works, and the Disabled Facilities Grant for funding.
