Bathrooms in Winchmore Hill’s listed houses
Listed building consent can reach a bathroom’s rooflights, vents, pipes, floors and walls, and Enfield’s decisions on listed houses here show how much information it expects before any of them change.
On the listed Vicars Moor Lane terrace, a November 2014 consent at one house required detailed drawings for conservation rooflights to a bedroom and a bathroom, approval of new outside vents or flues before installation, every new or moved service to be specified in advance and approved if visible or concealed, and a ban on outside pipes or plumbing unless the approved drawings showed them. A 2012 building control record at a listed house in the same terrace covers changes to the basement drains and two new first-floor bathrooms; its status reads Building Work Started, so no completion is recorded.

Below ground, the same terrace shows what information the council expects. In March 2020 Enfield refused listed building consent for works at one of these houses that included enlarging the basement for utility, shower and WC rooms and moving the ground-floor WC, partly because too little information showed that the internal changes would not permanently change or lessen the listed building’s significance. A revised scheme consented in February 2022 would convert an existing underground store into a WC and shower room, with the stone floor to be lifted and relaid like for like once the floor level has been lowered.

At a grade II listed house in the Winchmore Hill Green Conservation Area, Enfield refused listed building consent, and planning permission too, in November 2020 to turn a rear projection into a washroom, citing too little information, above all no Heritage Statement. With one, a revised scheme gained consent in October 2021, designed to avoid any demolition, keep the two side walls and use a more traditional roof, which the council accepted as taller because a shower needed the headroom. A 2022 building control record for the shower room shows Building Work Started, with no completion recorded.
