Flat refurbishment in Cockfosters

Parade flats, converted halls and blocks on both sides

A Cockfosters flat may be above a shop on the Cockfosters Road parades, in a block on Chalk Lane, or across the boundary in Barnet in a converted 19th-century hall or a neo-Georgian block on Games Road. The council, the building’s history and the lease each set different limits, so start a flat refurbishment by establishing all three for your address.

Flat refurbishment in Cockfosters at a glance

Enfield’s 2011 Characterisation Study says Cockfosters today is mainly characterised by its 1933 Underground station and the parades of three-storey shops and flats that line Cockfosters Road, and the council’s adopted Core Strategy of 2010 lists Cockfosters among the borough’s Large Local Centres. Across the boundary, Barnet’s 2007 Monken Hadley appraisal records a different kind of flat: The Grange on Games Road is a block of flats and garages in an institutional style, built on the site of an older house and set back behind formally landscaped lawns fronting The Common.

The buildings

Flats over shops, converted halls and blocks

Each kind of Cockfosters flat has a different record: Enfield’s register for the parades and Chalk Lane, and Barnet’s 2007 appraisal and register for Games Road and West Farm Court.

On the Enfield side, the register includes conversions as well as a new-build permission. A 2005 building control record covers converting a maisonette on Station Parade into two self-contained flats, its status shown as work started. In 2000 Enfield granted permission, with conditions, for 18 dwellings on land at Bournwell Close behind 325–349 Cockfosters Road, eight of them two-bedroom flats. Christchurch Lodge on Chalk Lane carries a 1975 planning record described as 35 flats, with no decision shown online, and building control plans approved in 2001 for converting ground-floor bedsits into self-contained units.

In Barnet, the 2007 Monken Hadley appraisal describes two older buildings converted into apartments. Ludgrove Hall dates from the 1830s, was added to throughout the 19th century and shows a variety of styles and finishes, behind lightweight railings, brick pillars and two pairs of double gates. West Farm Court is a long rendered building of the early 1800s with tall ground-floor windows and high white chimney stacks, and a slate-roofed porch replaced a window in 1995. Enfield’s 2015 appraisal finds the original farmhouse barely identifiable behind later alterations and extensions.

At The Grange, Barnet approved in 2024, with conditions, works including an additional storey with four more flats at third-floor level, two lift shafts on the front, new balconies and bay windows; in 2025 it approved amendments to the mansard roof height and dormers, adding four front rooflights. These are permissions, not finished work. A 2016 building control record there covers forming duplex accommodation. Barnet Homes’ May 2017 listing of the tenanted homes it managed includes eight flats on Mount Pleasant, in what was then East Barnet Ward; Barnet’s ward map prints the name Cockfosters beside that street.

What each kind of Cockfosters flat needs, council by council

A flat above a shop on the parades (Enfield)

What does Enfield ask of a new or divided flat over a shop?

Enfield’s Development Management Document sets criteria for all residential development above shops and other commercial premises, including dividing an existing flat there: separate and adequate access to the upper floor, no harm to the shops’ servicing and parking, adequate arrangements for refuse storage and collection, and no harm to the working or appearance of the shops or to nearby homes. On the Cockfosters Road parades, plan the entrance, stairs and bin store with the layout from the start.

Dividing a house or maisonette (Enfield)

Can a maisonette or family house become separate flats?

Enfield’s building control register holds a 2005 application to turn a maisonette on Station Parade into two flats. Under Enfield’s DMD 5, any conversion into self-contained flats must, among other things, meet the London Plan’s internal space standards, avoid unacceptable noise and disturbance, and provide parking and refuse storage that does not harm the street. Converting a family home also requires compensatory family accommodation, with three or more bedrooms, within the scheme.

If Barnet Council is your landlord

What will Barnet Homes agree to inside a council-owned flat?

For council-owned homes, Barnet Homes acts for the landlord, the London Borough of Barnet, and you need to confirm that the lease allows an alteration before getting Barnet Homes’ consent in writing. It may agree, among other things, to layout changes such as removing non-load-bearing walls, to changes to windows, electrical work and soundproofing; changes to front entrance doors are usually not permitted, and it will not consent to alterations such as extensions, conservatories or loft conversions. Its 2017 listing shows tenanted flats on Mount Pleasant, so ask whether your block is one Barnet owns.

Losing a home by joining flats

Do the councils mind two flats becoming one?

They may. Barnet’s building control register records forming duplex accommodation at The Grange in 2016, a record of building work rather than a planning decision, and both councils have planning policies on losing homes. Barnet’s Local Plan supports development resulting in a net loss of homes only in limited circumstances, and Enfield’s Development Management Document permits the loss of usable homes, particularly family homes, only in set cases, the first being no net loss of residential floorspace. Ask the council for your address whether joining flats there engages these policies.

What the work covers

What a Cockfosters flat refurbishment covers

Layout and services inside the flat

We redesign the rooms within the lease boundary, rerouting heating, wiring and drainage only where the lease and the building allow. In a converted hall or an older parade building, the survey checks which walls carry load and where shared pipes and flues run before any wall is moved, so that a new layout does not depend on structure you do not own.

Floors, sound and fire between homes

New floors and ceilings are specified with sound in mind, because a flat sits beside, above or below other homes; Approved Document E covers resistance to the passage of sound. Where a front door opens onto a common stair, we confirm with the freeholder or agent what the door must achieve before it is changed.

GOV.UK: Approved Document E, resistance to sound

Windows, doors and the outside

Check whether the lease reserves the window frames and the entrance door to the freeholder, and remember that householder permitted development rights do not apply to flats, so an outside change that amounts to development needs planning permission. We record what the lease says about each item, then prepare any landlord, planning or listed building application before ordering joinery, so that nothing is made that cannot be fitted.

How we work

How we run a Cockfosters flat refurbishment

  1. First visit

We see the flat, then the entrance, stairs or lift that serve it.

  2. Lease and consents

We go through the lease’s consent requirements with you and the managing agent at the start.

  3. Survey and design

Drainage and services are traced on site. Our own architects and structural engineers design the layout and any structural change around those routes, and any new external vent or window is checked for planning.

  4. Price and contract

A fixed written price and a JCT contract follow the survey, scope and specification. The price names its allowances and exclusions, with consent fees and any common-parts work shown separately.

  5. Working in the building

Common parts are protected and their condition recorded; deliveries keep to the building’s rules, and noisy work to those rules and the council’s permitted hours; key decisions go to a director.

  6. Handover

Commissioning, drawings, certificates and any managing-agent close-out. Completed work carries a 12-month defects-rectification period under the JCT contract terms.

Your brief

Before you ask for a quotation

  1. Lease, freeholder and agent

Send the lease, the name of the freeholder or managing agent and any building rules. If Barnet or Enfield Council is your landlord, say which, because Barnet Homes and Enfield Council each run their own consent process, and neither treats planning permission or building control approval as its consent.

  2. The building and works in hand

Tell us which floor the flat is on and whether the block has permissions or works in hand, such as an extra storey or new lifts, so that access, deliveries and noise can be planned around them.

  3. Access, parking and neighbours

On a parade, note where vans can stop and whether the flat has its own street door; in a converted hall or a gated block, ask the agent about access times, protecting shared areas and where waste can wait. Name any neighbour below who should hear about the work early.

Questions before you begin

Flat refurbishment in Cockfosters: questions

Can a flat above a Cockfosters Road shop have a terrace?

Only with permission. In 2021 Enfield approved, with conditions, turning office space in a building on Station Parade into a self-contained flat with a terrace for amenity space, timber screening and rooflights, with changes to the front and rear windows. Because flats have no householder permitted development rights, a terrace, screen or new rooflight on an existing flat is likely to need its own planning application.

Do I need the landlord’s consent to replace windows in a council flat?

It depends on the council. If Barnet Council is your landlord, Barnet Homes’ Your Lease page says the freeholder owns the front door, door frame and window frames unless you have a Deed of Variation, and changes to windows need Barnet Homes’ consent. If Enfield Council is your landlord, Enfield says it repairs and maintains the external windows of its leasehold blocks, and that its leaseholders may not alter or replace their windows under any circumstances.

If Enfield Council is my landlord, how do I get consent?

Enfield says its leaseholders need the council’s written consent before any alteration, even where planning permission or building control approval has been obtained. The application goes with plans, drawings and schedules of work and a signed copy of the council’s conditions. You must tell Home Ownership Services when work starts and finishes and give access for an inspection within 21 calendar days of completion, and alterations made without consent may lead to enforcement action.

What sound insulation will new floors need?

Check the lease first; Approved Document E covers resistance to the passage of sound. Barnet’s design guidance asks development to give high levels of soundproofing between rooms as well as between homes, and where a conversion shares a party wall with a single family house, it expects better sound insulation than the Building Regulations minimum. If Barnet Council is your landlord, soundproofing is among the changes Barnet Homes may consent to.

Is my Cockfosters block a higher-risk building?

Check the height. Enfield says work to an existing higher-risk building goes to the Building Safety Regulator rather than the council, and that a residential building is higher-risk if it has at least 7 storeys or is at least 18 metres high and has at least two homes. Enfield’s 2011 study describes the Cockfosters Road parades as three storeys, so measure your own building rather than assume.

How much does a flat refurbishment cost in Cockfosters?

Guide rates in Cockfosters are £900–£1,700/sqm excluding VAT, with a full two-bedroom refurbishment typically between £60,000 and £110,000, over a 16–32 weeks programme. A written scope and site assessment come before any fixed price.
