Bathroom renovation in Hadley Wood

Listed cottages, constrained drains and Enfield’s rules

A Hadley Wood bathroom may be in a Grade II cottage on Camlet Way, on the ground floor of a house whose drains join a network the made Neighbourhood Plan calls constrained, or in an apartment building. This page sets out what those records mean for pipes, vents, floors and consent, and how Enfield’s building control and grant rules treat a single room.

Bathroom renovation in Hadley Wood at a glance

Two local records shape a Hadley Wood bathroom. The made plan’s Appendix 3 reproduces list descriptions for Grade II buildings, among them Pegasus and two further former estate cottages on Camlet Way and Camlet House on Beech Hill, where work inside can need listed building consent. The plan also says surface-water flooding is made worse by the limited capacity of the drainage network, and that blocked gullies and partly blocked sewers contribute, which matters most for a bathroom at or below ground level. Find out whether either applies to your home before settling the layout.

The buildings

Listed cottages, Camlet House and the local drains

The made plan reproduces list descriptions for Grade II buildings in Hadley Wood and gives its own account of the drainage network, and both bear on where a bathroom’s pipes can run.

Pegasus, on Camlet Way, is a Grade II listed pair of former estate cottages dated 1878, listed from 1 August 1991. The list description in the made plan’s Appendix 3, which the plan says was correct at the time of writing, records interior features in one of the pair: board doors, delft tiles and a plain surround to the living-room fireplace, and a quarry-tile floor to the kitchen. It does not mention a bathroom, so only a survey shows which old fabric a new one would touch.

Two further former estate cottages on Camlet Way, probably of 1878, with attached walls, gate piers and gates, are listed as ‘Number 87 and attached wall, gate pier, and gate’ and ‘Number 83 and attached wall, gatepier and gate’. Camlet House on Beech Hill, a stuccoed concrete-block house of about 1875–80, is also Grade II. All three were listed on 1 August 1991, and each description records ‘Interior not inspected.’ That means the interior was not inspected when the description was written, not that it falls outside the listing: it is still part of the listed building.

The made plan, in its 2023 text, says surface-water flooding in Hadley Wood is made worse by the capacity constraints of the drainage network, which it describes as managed by Thames Water. It adds that blocked gullies and partially blocked sewers contribute to local flooding, and that mains drainage investment has not kept up with new development, leaving the infrastructure ‘starting to be inadequate’. These are the plan’s statements, not a survey of any street, but they are a reason to check a ground-floor bathroom’s connection with care.

Permissions and local rules

Consent and drainage checks for a Hadley Wood bathroom

A bathroom in a listed cottage or Camlet House

When does a bathroom need listed building consent?

In Pegasus, the two numbered cottages and Camlet House, Enfield’s test is the one it sets for any listed building: consent is needed where work alters, extends or demolishes the building and affects its character, and that includes the interior. For a bathroom the answer depends on what the work would disturb, so record the floors, walls, joinery and pipe routes it would touch and ask the council before work starts. Enfield warns that carrying out works to a listed building without consent is a criminal offence, even if you did not know it was listed.

Soil pipes and vents on the outside

Can a new pipe go on a front or side wall?

Nationally, a soil and vent pipe is not permitted development in a conservation area if it would be fixed to a wall or roof slope that both faces onto a highway and forms the front or a side elevation of the house. Enfield’s 2006 Article 4 direction, whose schedule includes Hadley Wood houses, does not list soil and vent pipes, but that does not mean a new pipe never needs permission: the national rule above still applies. Check the schedule for your address with the council, and run new pipes inside or to the rear where the structure allows.

Bathrooms at or below ground level

How much does the drainage network matter?

The made plan’s concern is surface water and network capacity. Enfield’s 2021 flood risk assessment, evidence for its new Local Plan, reported that Thames Water’s records for the previous twenty years showed sewer flooding is not a significant risk to properties in Enfield, averaging four flooded properties a year. It adds that where there is a low probability of limited, shallow water entry but not severe inundation, flood-resilient construction, such as raised sockets or tiled floors, may be appropriate for the remaining risk. For a ground-floor or lower bathroom, plan a sound connection, rodding access and resilient finishes.

Electrical work near water

What does Enfield need for the wiring?

Enfield’s Building Notice checklist says electrical work needs a notice only if it installs a new circuit, replaces a consumer unit, or changes or extends the circuits in a ‘special location’, and that a registered competent person can do such work instead. The council’s building control charges for 2026–27, in force from 1 April 2026, add a further charge when someone other than a competent person carries out new electrical work. Ask your electrician which category the bathroom work falls into before anything is wired.

Working hours, skips, parking and the conservation area maps for the whole area are in our Hadley Wood guide. Local guidance checked ; requirements depend on the address, the building and the complete proposal.

What the work covers

What a Hadley Wood bathroom renovation covers

The waste route and its connection

Every fitting’s waste is drawn back to the stack or drain with its fall, and on the ground floor the scope finds where the bathroom joins the house’s drains and whether there is rodding access. A slow or blocked gully outside is cleared or reported before the new room is connected, since the made plan names blocked gullies among the causes of local flooding.

Floors, waterproofing and old fabric

Boards come up where pipes must cross, not across the whole room. Before a bath or walk-in shower goes in, the joists beneath it are inspected, and every wet zone gets a tanking layer on floor and walls that is water-tested before tiles go down. In a listed cottage the scope lists the boards, joinery and plaster that stay, and agrees any new pipe route before a single board is lifted.

Extract air, lighting and certificates

A fan sized for the room, its duct run and its outlet are drawn before ceilings close, with the outlet kept off the front elevation where the structure allows. Lighting, a shaver point and any heated rail are listed so the electrician can say which work is notifiable, and the room is tested and the certificates collected at the end.

How we work

How we run a Hadley Wood bathroom renovation

  1. Visit

We see the room, trace where the stack runs, and check which floor it is on and what lies beneath.

  2. Survey

The drainage falls, the extract route and the floor build-up at the door are measured before a layout is drawn.

  3. Design

The layout, waterproofing and storage are drawn; where a floor or wall changes, our own architects and structural engineers design it.

  4. Price

You receive a fixed written price once the design and fittings are agreed.

  5. Installation

The dates, and any days without a working bathroom, are agreed before work starts.

  6. Handover

Testing, then care notes for the finishes and fittings. Completed work carries a 12-month defects-rectification period under the JCT contract terms.

Your brief

Before you ask for a quotation

  1. Place the room in the building

Say where the bathroom sits: its floor, the room or home underneath, and whether it is a replacement or an extra bathroom. If it is at ground level, mention any time water has risen through a gully, or a drain has run slowly, near the house.

  2. Say what kind of building it is

Say whether the home is one of the listed cottages on Camlet Way, Camlet House or another listed building, a house, or a flat, and for a flat who the freeholder is. Listing or a lease changes the consents before any fitting is chosen. Check that the address is in Enfield as well, since EN4 is also used in Barnet.

  3. Describe who will use the room

List the fittings you want and anyone with limited mobility who will use the bathroom. Where a grant is being sought, send the occupational therapist’s assessment if you have it, since grant-funded work needs the council’s written approval before it begins.

Questions before you begin

Bathroom renovation in Hadley Wood: questions

Can I hire you for one bathroom in Hadley Wood and nothing else?

Yes. A standalone bathroom renovation is welcome, from a shower room in an apartment to the main bathroom of a red-brick house or a listed cottage. One room still has its own drainage, ventilation and consent questions, so send its measurements, a few pictures and a note of the floor it is on, and the design will start from those.

Which building control route suits a single bathroom?

Under a Building Notice no plans are approved in advance: responsibility for meeting the Building Regulations rests with you and your builder, and Enfield advises the route only where everyone involved is fully competent and familiar with the requirements of Regulation 11 of the Building Regulations. The council still inspects the work as it would under Full Plans, and issues a completion certificate once the work is satisfactorily completed. Its 2026–27 charges price the installation of a new WC, shower or utility room as one standard item.

Is there help with the cost of adapting a bathroom for disability?

Enfield’s Disabled Facilities Grant, for private homes, can fund work such as an adapted bathroom or a shower with level access. The first step is an occupational therapist’s assessment of the disabled person’s needs, and the grant is means-tested except where it is for a disabled child under 19. Read the council’s page for who may apply, in its own words. The grant has to be confirmed in writing before anything starts, because the council cannot pay for work already started or finished.

Enfield: home improvement grants, including the Disabled Facilities Grant (page modified 8 October 2026)

Do Enfield’s water-efficiency rules apply to a new bathroom?

Only where the work goes through the planning process. Enfield’s adopted DMD 58, subject to feasibility and other planning considerations, requires new homes, including conversions, to keep water use below 105 litres per person each day, and seeks the highest level of water efficiency for extensions and refurbishments captured by planning; a refit needing no permission is not caught. The made plan’s supporting text records Thames Water’s suggested wording for new residential development, which is not a policy.

Enfield: Development Management Document, adopted November 2014 · Enfield: Hadley Wood Neighbourhood Plan 2022–2039, made November 2023

Can I move the bathroom to another floor or add an en-suite?

It can be done once the structure and drainage are understood. A new en-suite needs a fall to an existing stack or a new connection, a route for extract air and a floor strong enough for a bath. In a listed building the new routes are part of the consent question, and in a flat the lease and the managing agent decide whether a wet room may sit over another home’s living space.
