Flat refurbishment in Whetstone

Flats over commercial units, former offices and converted houses

Barnet’s records show Whetstone flats in buildings that began as something else: High Road offices turned into apartments, a commercial first floor approved as a flat, and family houses divided into two flats, or two flats made into one house. Each history leaves its own paperwork, from prior approval conditions to a lease written for a conversion, and a flat refurbishment here starts by reading it.

Flat refurbishment in Whetstone at a glance

Barnet’s adopted Local Plan names Whetstone as one of the borough’s fourteen District Town Centres, and its Policy TOW02 seeks the use of upper floors in town centres and parades, where suitable, for uses including homes. Barnet’s register shows High Road buildings in Whetstone ward approved for homes: a first floor approved to change from a commercial (A2) use to one flat in 2023, a commercial building approved for 10 flats in 2024 and an office building approved for 12 flats in 2025. If your flat is in a building like these, ask for its planning history before you plan the layout.

The buildings

Former offices, rooms over shops and divided houses

Whetstone’s flats come from several kinds of building, and Barnet’s records hold the history of many of them. The examples below are the council’s own entries, described without private flat or house numbers.

Edelman House, at 1238 High Road, received prior approval in December 2017 to change from offices to 26 residential units, and Barnet’s building control record for converting the office building into 26 apartments is marked complete. In 2021 Barnet approved, with conditions, works including replacement windows, an upgrade of the existing cladding, safer roof access and third-floor balconies. Barnet’s brownfield register lists other High Road buildings with permission for homes, among them Brook Point with Turnberry House and Euro House, entered with a 2017 permission for 66 net new homes.

Barnet planning register: public access search (planning, building control and licensing) · Barnet open data: Brownfield Land Register (file updated 12 February 2026)

Barnet House, at 1255 High Road in Whetstone ward, has a 2022 permission, granted on appeal, for up to 260 homes, made by converting the office building with an extension at roof level and new residential buildings in place of a rear annex. In 2025 and 2026 Barnet approved the details required by its conditions for a noise impact assessment, an overheating assessment and a fire statement. Documents like these describe how a converted block was designed, and a later refurbishment inside one flat has to work with them.

Houses have been divided too, and flats joined into a house. On Totteridge Lane, in Whetstone ward, Barnet refused the conversion of one house into two self-contained flats in 2024, then in 2025 approved, subject to conditions and after the work, the conversion of a different family house into two flats. In 2024 it approved a retrospective application on Loring Road that turned two self-contained flats into a single family house.

Living above the High Road’s shops and restaurants

Does the town centre affect a flat refurbishment?

Barnet’s Policy TOW04 says the council will support proposals for evening and night-time economy uses in its town centres, naming Whetstone in particular, where, among other tests, there are no unacceptable impacts on the living environment of adjoining or adjacent homes in terms of noise disturbance, cooking smells and anti-social behaviour. On one High Road site with a 2024 permission for six flats above commercial space, Barnet approved details in 2025 on matters including noise mitigation, extraction and ventilation noise and sound insulation. Ask what is below and beside your flat before you choose floors, windows and bedroom positions.

Splitting or joining flats

What does Barnet look at when the number of homes changes?

Barnet’s adopted Policy HOU03 makes a house conversion subject to criteria, including at least one three-bedroom family home with its own garden and, for two flats, a gross internal floor area of not less than 135 square metres. Its 2026 guidance says a conversion is likely to be resisted on a road largely of single family houses where losing one would unacceptably change its character, and may be acceptable on a road of mixed character. The two Totteridge Lane decisions above went different ways.

Roof space over an upper flat

Can an upper flat grow into the loft?

In 2023 Barnet refused a roof extension proposed for a flat in a house on Pollard Road, in Whetstone ward: a hip-to-gable change, a rear dormer with a Juliet balcony and three front-facing rooflights. One decision, with reasons in its notice, but it shows that a loft for an upper flat is drawn and argued as a planning application. Check whether the roof space is in your lease at all, and get the freeholder’s consent as well.

If Barnet Council is your landlord

Who consents in a council block?

Barnet’s 2017 listing of tenanted homes managed by Barnet Homes includes N20 flats in streets and blocks such as Balfour Grove, The Hollies, Friern Court, Swan Court and St Johns Close, under the wards of that time, so check the address and your lease. Barnet Homes acts for the council as landlord: before any alteration you must first check that the lease allows it and get Barnet Homes’ written consent. Planning or building control approval is not the landlord’s consent.

What the work covers

What a Whetstone flat refurbishment covers

Floors, walls and sound

Barnet’s 2026 design guidance asks for high levels of soundproofing between rooms as well as between homes. When a floor finish changes or a wall moves, we design the build-up with the flat below in mind, check what the lease says about hard floors and keep to Approved Document E where it applies. In a flat over a shop, the ceiling and floor build-up is planned against the noise from below.

Barnet Sustainable Design and Development Guidance SPD, adopted 15 June 2026: Part 2, design and technical guidance · GOV.UK: Approved Document E, resistance to sound

Entrance door and fire safety

In a block, the front door to each flat is part of the building’s fire safety. GOV.UK’s fact sheet on the Fire Safety (England) Regulations 2022 says that in blocks with storeys over 11 metres the responsible person must, as far as access allows, check flat entrance doors that open onto common parts every year, so a new door is chosen with the freeholder or managing agent. In a converted office block, ask for the fire strategy first.

GOV.UK: Fire Safety (England) Regulations 2022, fact sheet on fire doors (regulation 10)

Kitchen, bathroom and services

Kitchens and bathrooms move only where the waste can reach a stack with a proper fall and the extract can reach outside. We trace the pipes, cables and risers that belong to the building rather than the flat, agree access with the freeholder, and plan the work so that neighbours lose water or power for as short a time as possible.

How we work

How we run a Whetstone flat refurbishment

  1. First visit

We see the flat, then the entrance, stairs or lift that serve it.

  2. Lease and consents

We go through the lease’s consent requirements with you and the managing agent at the start.

  3. Survey and design

Drainage and services are traced on site. Our own architects and structural engineers design the layout and any structural change around those routes, and any new external vent or window is checked for planning.

  4. Price and contract

A fixed written price and a JCT contract follow the survey, scope and specification. The price names its allowances and exclusions, with consent fees and any common-parts work shown separately.

  5. Working in the building

Common parts are protected and their condition recorded; deliveries keep to the building’s rules, and noisy work to those rules and the council’s permitted hours; key decisions go to a director.

  6. Handover

Commissioning, drawings, certificates and any managing-agent close-out. Completed work carries a 12-month defects-rectification period under the JCT contract terms.

Your brief

Before you ask for a quotation

  1. Find out what the building was

Tell us whether your flat is in a former office block, above a shop, in a divided house or in a purpose-built block, and if you know it, when it became flats. That history decides which planning conditions and fire documents to ask for.

  2. Gather the lease and the block’s rules

Send the lease, any licence for earlier alterations, the managing agent’s rules for works and the contact for the freeholder. If Barnet Council is your landlord, say so, because Barnet Homes’ written consent comes before any alteration.

  3. Note what lies above and below

Say what is under the flat and over it: a shop, a restaurant, another flat or the roof. Note any noise, smells or leaks you already live with, so the design can deal with them rather than trap them behind new finishes.

Questions before you begin

Flat refurbishment in Whetstone: questions

My flat is in a former office block: what should I ask for?

Ask the freeholder or managing agent for the planning conditions and the documents approved under them. At Barnet House, for example, Barnet approved a noise impact assessment, an overheating assessment and a fire statement under its 2022 permission, and at Edelman House it approved replacement windows and an upgrade of the cladding in 2021. Those papers show what was assessed for noise, overheating and fire before you change anything inside the flat.

Barnet planning register: public access search (planning, building control and licensing)

Could the block add a storey above my flat?

Owners can ask. In 2023 Barnet refused prior approval for an extra storey at third-floor level to add five flats on top of Cedar Court, a block on Athenaeum Road in Whetstone ward. That was one decision on one block. If a roof addition is proposed for your building, read the application on the register and check what your lease says about the roof and about works by the freeholder.

Barnet planning register: public access search (planning, building control and licensing)

Can two flats be joined into one house?

It has been approved in Barnet’s Whetstone ward: in 2024 Barnet approved, subject to conditions, a retrospective application on Loring Road that made two self-contained flats into a single family house. Joining flats changes the number of homes, so it is a planning matter as well as a building job, and both titles and leases have to allow it. Apply before the work, not after it.

Barnet planning register: public access search (planning, building control and licensing)

What may Barnet Homes agree to inside a council flat?

If Barnet Council is your landlord and the lease allows it, Barnet Homes may consent to layout changes such as a one-bedroom flat becoming two bedrooms or removing non-load-bearing walls, and, among other things, to changes to windows, electrical work and soundproofing. It says changes to front entrance doors, and laminate flooring except usually on the ground floor, are usually not permitted and are consented only where the lease already allows them.

Barnet Homes: guidance on making alterations to leasehold properties, October 2021 (for Barnet Council leaseholders)

Will new homes planned for Whetstone change my building?

Barnet’s Local Plan says its district town centres have capacity for approximately 5,100 new homes between 2021 and 2036 and identifies capacity for 1,020 of them at Whetstone, a planning figure for new homes rather than a count of existing flats. A neighbouring site or your own building may see applications. Check the register for your street before fixing the layout of rooms that face a possible building site.
