A bathroom in a listed villa, a mansion flat or a gabled house
A bathroom here may be in a listed house on Stamford Brook Road, a flat in one of the mansion blocks or a house in Hounslow’s conservation area south of the common. Each raises its own questions about consent, about pipes and vents on the outside and about the drains below. Below, the two councils’ records and guidance are set out for this one room, and a standalone bathroom renovation is welcome.

Bathroom renovation in Stamford Brook at a glance
At the listed houses at 9–23 Stamford Brook Road, Hammersmith and Fulham’s register shows bathroom changes handled through listed building consent: in 2021, for instance, consent was given at one of them to take out the walls of a ground-floor shower room and WC and rebuild them as stud partitions. For The Brook and Stamford Brook House, Hounslow’s appraisal says statutory listing reaches all of a building’s fabric, internal and external. In a mansion flat, the lease and any landlord come first, and new pipes or vents on the outside become a conservation question for Hounslow.

The buildings
Where bathrooms have gone in these houses
The councils’ records show bathrooms added, moved and rebuilt in the listed villas and set into roof extensions in Hounslow’s streets. Each record is a decision of its year, not a rule, and none shows what was built.
Among the listed houses at 9–23 Stamford Brook Road, listed building consent in 1993 for a rear extension and a new hipped roof to a back addition provided for a new kitchen, bathroom and shower room. In 2020, consent for a side and rear extension at one involved demolishing the ground-floor bathroom area, and in 2021 consent at one covered new partitions to the first-floor bathroom and structural strengthening that took in the bathroom floor. In 2026, consent at one of them covered a new first-floor bathroom, a partition dividing the hallway for it and a new ground-floor bathroom.
South of the common, Hounslow’s Chiswick Area Committee approved roof extensions at two houses on Prebend Gardens in 2003 that the officers’ reports described as providing a bedroom and bathroom in the roof, and in 2007 dormers at a house on Stamford Brook Avenue, reported as following the conversion of its loft space to a bedroom and en-suite. At two houses on Pleydell Avenue, in 2003 and 2010, it approved works that included a side window serving a bathroom, in opaque glass, with conditions keeping the glazing obscure. All of these decisions predate the 2021 appraisal and the 2024 guidance.
When officers reported in 2023 on a scheme to extend one of the two Linkenholt Mansions blocks, they recommended that no work above ground level begin until details and samples of all materials, extract vents, rainwater goods and boiler flues among them, were approved, and that all new work match the original. A reworded condition asked for pipework, cables and flues to be integrated discreetly into the building, off any elevation or roof slope facing a highway, and for no utility boxes on the front. These were conditions recommended for that one scheme, not rules for other flats.
Will moving a listed house’s bathroom need consent?
Ask before the layout is drawn. Hammersmith and Fulham’s listing page says listing takes in the whole building, not just its facade, along with anything fixed to it. For The Brook and Stamford Brook House, Hounslow’s appraisal says that when an early, often brief, list entry does not describe a part of a building, that should not be taken to mean the part is not covered, and Part A5 needs listed building consent for any alteration affecting special interest, inside or out. Hounslow’s conservation officers can give an opinion on whether works need consent.
Hounslow’s quarterly inspection reports go through Stamford Brook Mansions in three groups of flats but say nothing about tenure, so check your lease. If the council is your landlord, its leaseholder page lists even replacing a bathroom suite, with layout and supplies unchanged, as an alteration needing its written permission, and its repairs page says renewing a bath, basin or WC may need permission. The same page leaves leaks from waste pipes and traps up to the soil stack, and extractor fans, to the leaseholder, and leaks and blockages in the main stack, and communal ventilation, to the council.
Should a ground-floor bathroom have extra protection on its drains?
Hounslow’s updated Surface Water Management Plan of April 2021, approved by its Cabinet that December, names W6 0, the postcode sector that includes the conservation area’s addresses, with TW3 2 and TW7 6 as the sectors with the highest incidences of sewer flooding, and gives it 24 Thames Water records; the plan says its data is not property specific and counts Hounslow properties only. Hounslow’s retrofit guide lists non-return valves on drainage pipes among flood-protection measures, and Thames Water owns the sewers. Hammersmith and Fulham, too, sends residents to Thames Water about sewer flooding.
Working hours, skips, parking and the conservation area maps for the whole area are in our Stamford Brook guide. Local guidance checked ; requirements depend on the address, the building and the complete proposal.
What the work covers
What a bathroom renovation here involves
Opening up with care
Removing the old suite, tiles and boards shows the joists, the waste route and the state of the walls. In a listed house, agree with the council what may come out before anything is removed, and record what is found, since the consent may depend on what survives and how it is treated.
Waterproofing and the room below
In a flat the bathroom sits over someone else’s ceiling, and in a house over your own. Tanking around the shower, sealed waste connections and an access panel to the bath trap protect the room below and make any leak easy to trace. Check what the joists can bear before choosing heavy stone or a cast-iron tub.
Electrics, extract and sign-off
Lighting, the extractor fan and any underfloor heating are wired as one design. Some types of work done by an installer in a government competent person scheme can be self-certified in place of a building regulations application. Otherwise building control inspects; where Hounslow’s team does, a completion certificate follows once the finished work has been inspected.
We see the room, trace where the stack runs, and check which floor it is on and what lies beneath.
Survey
The drainage falls, the extract route and the floor build-up at the door are measured before a layout is drawn.
Design
The layout, waterproofing and storage are drawn; where a floor or wall changes, our own architects and structural engineers design it.
Price
You receive a fixed written price once the design and fittings are agreed.
Installation
The dates, and any days without a working bathroom, are agreed before work starts.
Handover
Testing, then care notes for the finishes and fittings. Completed work carries a 12-month defects-rectification period under the JCT contract terms.
Real projects, clearly located
Examples of our bathroom renovation work elsewhere in London
None of these projects is in Stamford Brook. Each card names where the work was done, so you can judge the finish and the approach before you brief your own.
Tell us the address and the kind of building: a listed house on Stamford Brook Road, a house in Hounslow’s conservation area or a flat in one of the mansion blocks. That shows early whether listed building consent or a landlord’s permission is needed alongside the Building Regulations.
The room as it is now
Measure the room, mark where the WC, basin, bath or shower and window are, and photograph the ceiling, the window and any pipes visible outside. In a flat, tell us what lies directly below the bathroom.
What the new room must do
Say whether the layout stays or moves and which fittings you want, and whether level access, a seat or grab rails would help anyone at home, so an adaptation is designed in, not fitted afterwards.

Do you handle a standalone bathroom renovation in a Stamford Brook home?
Yes. We are glad to plan a standalone bathroom renovation on its own terms, whether the room is in a house on Pleydell Avenue, a flat in Linkenholt Mansions or Stamford Brook Mansions, or one of the listed houses on Stamford Brook Road. Send us the room’s dimensions and some pictures, tell us what is beneath it, and the feasibility visit starts from that.
Could a new bathroom be put in a garden studio?
For a Hounslow address, Part A5 of the 2024 guidance limits an outbuilding to uses incidental to the house itself, and says primary living space, a bathroom included, would usually not be allowed inside one. For an address on Hammersmith and Fulham’s stretch of Stamford Brook Road, ask that council before designing one, and on a listed house ask about listed building consent as well.
How does building control work for a bathroom here?
For a Hammersmith and Fulham address, the council suggests a building notice where the works are very small and says it should be avoided for complex work or by people with little construction experience, and requires 24 hours’ notice before most inspection stages and five days for occupation, drainage and completion. In 2012 rebuilding a WC at one of the listed Stamford Brook Road houses went through both listed building consent and a full plans application, recorded as passed with conditions. Hounslow requires at least one working day’s notice of each inspection.
Is there help with the cost of adapting a bathroom?
Possibly, through a Disabled Facilities Grant. Hounslow says homeowners and private tenants can use one after assessment by its occupational therapy team, that council tenants use a separate route, and that every application for an adult is means-tested. Hammersmith and Fulham’s conditions include an occupational therapist’s view that the work is necessary and appropriate. GOV.UK warns there may be no grant if work starts before the council approves the application.
Is there a minimum size for a bathroom in a converted flat?
On Hammersmith and Fulham’s side, for conversions, yes: its 2018 Planning Guidance SPD sets 3.7 square metres as the smallest net floor area for the bathroom of each converted self-contained flat, family unit or not. That is a standard for creating flats, so it bears on a bathroom planned while dividing a house rather than on refitting one that already exists.
Does Hounslow expect water saving in a new bathroom?
Where the bathroom is part of a residential extension, Part A5 of Hounslow’s 2024 guidance expects the extension to demonstrate that mains water use has been minimised, for example by smart metering, water-saving taps and appliances and recycling measures. For a refit of an existing room, fittings with lower flow rates and a reduced-flush WC are still worth choosing, with the hot water supply sized to suit them.
How much does a bathroom renovation cost in Stamford Brook?
A typical bathroom renovation in Stamford Brook costs £10,000–£30,000 excluding VAT. The final price depends on the scope, specification and complexity of the project. We give a fixed written price after the visit and the design.
