One Studio. One Contract. One Team.

Three things bound the work in a St Albans flat: what its lease allows, what the neighbouring flats will hear, and how the shared stair stays safe. Those are settled first, and the kitchen, bathroom and room plan are drawn inside them.

Purpose-built blocks dominate some wards. At the 2021 Census, 1,745 of the 4,093 households in St Peters ward lived in them, a further 297 in converted or shared houses and 128 in commercial premises, for instance above a shop. Cunningham ward counted 984 households in purpose-built blocks and Bernards Heath 973.

Conversions are part of the older streets too: the character statement for Prospect Road notes that some of its larger Victorian buildings have been converted to flats. A conversion with timber joists and a post-war concrete block behave very differently once a floor is lifted, so we establish which we are working in before drawing anything.

Lease, freeholder and the other owners in the building

Most flats are leasehold. The lease records what you have agreed to: among other things, whether alterations need the landlord's permission, and which of you deals with repairs and with noisy neighbours. Breaching those terms can lead to court and an order to pay for damage.

Before any design, we go through the alterations, repairs and flooring clauses with you, then prepare drawings, a specification and a method statement for the freeholder or managing agent to approve in writing. Structural work, and any work on a shared pipe or cable, waits for that written approval.

The floor between two separately owned flats may be a party structure; if so, working on it can require notice to the owner above or below. That notice runs separately from planning permission and building regulations approval.

Floors, ceilings and the door onto the stair

Part E of the Building Regulations expects flats to resist sound reasonably, both from elsewhere in their own building and from the buildings alongside. A refurbishment that swaps carpet for timber or stone, or opens a ceiling, can make things worse for the neighbours if it is not detailed with that in mind.

Where finishes come up we design the new floor build-up with a resilient layer under any hard surface, isolate it at the walls, seal gaps where pipes and cables pass through, and avoid rigid fixings that bridge the new floor to the structure below.

Approved Document B treats escape within a flat and escape through the common parts as separate questions. Its approach for blocks rests on a fire being held in the flat where it starts while the common escape routes stay relatively clear of smoke and heat, so the entrance door is a fire doorset with its own rating for a door that separates a flat from a space in common, and a flat reached through the common parts may need a protected entrance hall inside it.

We keep the entrance door assembly, its frame and closer intact through the works, or replace it only with a certified fire doorset agreed with the managing agent, and we plan any opening-up of the internal hall so that its protection is never left incomplete when the site is closed.

Windows, local listing and planning for St Albans flats

The householder permitted development rights do not reach flats: the national order defines a dwellinghouse so as to leave out flats, and any building containing them. The council's window leaflet adds that replacement windows and doors in flats often need no permission when they do not materially affect the building's appearance, but that if they do, the change counts as development.

Local listing reaches flats as well. Where a locally listed building has been subdivided or is a block of flats, the listing applies to the whole building, and every locally listed building in the district stands in a conservation area. So a converted villa on Verulam Road or Prospect Road can be both locally listed and inside a conservation area, flats and all.

In those streets the original windows are often timber sliding sashes, and the council asks for sashes to be replaced with sashes and set back in the opening as before. Where the flat is listed, consent will almost always be needed to alter its windows or doors.

Shared services and building control for a St Albans flat

Electric heating is common in St Peters ward, where the 2021 Census recorded 1,152 of 4,093 households heated by electricity alone and 1,745 living in purpose-built blocks. Installing a bathroom with new plumbing, changing electrics near a bath or shower, running a new circuit or fitting a new consumer unit can all bring building regulations into play.

Shared services, from soil stacks to rising mains and risers, usually pass through several flats. We trace and survey them, and wherever the layout permits, a kitchen or bathroom that moves stays near enough to the stack to drain by gravity alone.

Our London team, the in-house architects, designers and structural engineers who work with Hampstead Chartered Surveyors & Building Consultancy, takes on flat refurbishments in St Albans. If planning consent is required, St Albans City and District Council decides it, and building control is provided by the St Albans and Watford shared building control service or by a private registered building control approver.

Outside St Albans, and in London rather than Hertfordshire: Project example: Hampstead, NW3. That project of ours was a full renovation of a three-bedroom, two-bathroom flat in Hampstead, as its case study records.

Flat Refurbishment in St Albans: Questions

Do I need my freeholder's consent to refurbish a flat in St Albans?

Very often, yes. Most flats are leasehold, and the lease says whether you need permission for alterations and who handles repairs. We go through it with you and draw up the plans, specification and method statement the landlord's side asks for before it signs off the work.

Which flat works in St Albans need building regulations approval?

Installing a bathroom that involves plumbing, changing electrics near a bath or shower, fresh circuits, swapping the consumer unit, and new windows can all need approval or certification. Approval comes from the St Albans and Watford shared building control service; a private registered building control approver is the alternative, and a registered competent person can certify some of the work instead.

What sound insulation rules apply when a flat's floors are changed?

Requirement E1 expects a flat to offer reasonable resistance to noise coming from the rest of its building and from neighbouring buildings. Leases often add their own floor-covering clauses. We detail any new hard floor with a resilient layer and isolated edges so the flat below hears no more than before.

Do window changes to a flat in one of St Albans's conservation areas need permission?

Flats have no householder permitted development rights, so any change that materially affects the building's appearance is development and requires an application. Exact copies, matching the old design, materials, colour and opening method, usually do not. In a listed building, consent will almost always be needed to alter windows.

How do you scope and quote a flat refurbishment in St Albans?

We visit, read the lease, survey the flat and trace its shared services, then confirm what needs consent from the freeholder, the council and building control. The written scope lists each room and each service, and the quote is built from that list once the consents route is clear.

What fire safety applies to the entrance door of a St Albans flat?

Approved Document B treats the door between a flat and the common parts as a fire doorset with its own minimum rating, because the strategy for a block depends on a fire staying in the flat where it starts. We keep that door and its closer working throughout the works, and replace it only with a certified doorset agreed with the managing agent.
