One Studio. One Contract. One Team.

A Rickmansworth refurbishment is shaped by the age of the house, the conservation area it may stand in and, on the Moor Park estate, the council's appraisal. We survey all three before anything is specified.

Rickmansworth's houses were built over several centuries. In the old centre the Batchworth Neighbourhood Design Code finds Victorian terraces still standing among later building and some High Street buildings from the 17th to 19th centuries; beyond it, most houses are inter-war or post-war and often Metro-land in style. At the 2021 Census the Rickmansworth Town ward counted 966 households in detached houses, 634 in semi-detached and 350 in terraced ones, and in the Moor Park & Eastbury ward 1,559 of 2,100 households lived in detached houses.

That range decides what a refurbishment involves. A terrace near Church Street, a 1930s house in Eastbury and a detached house on the Moor Park estate each have different walls, roofs and services, and sit under different planning layers, so our first job is to establish which of them we are working on.

What a survey finds in a Rickmansworth house

Materials come first. The Design Code names yellow stock brick, red brick and white render as the predominant local building materials, with slate or concrete tiles the commonest roofs, and asks that new or matching brick follows the bonding pattern, size, colour and texture of what is already there. It also warns against artificial materials made to imitate traditional ones.

Energy work is expected rather than optional. Policy BW CC1 of the Batchworth Neighbourhood Plan requires refurbishments to take a low carbon approach, reducing heat loss and installing energy saving measures, and the Design Code points to secondary glazing, natural loft insulation, low energy lighting and fuel-efficient boilers as ways to improve historic buildings without harm.

Heating is part of most jobs here. In 2021, 2,580 of the Rickmansworth Town ward's 3,400 households relied on mains gas alone for heating and 364 on electricity alone, so a refurbishment often means replacing or rethinking the system as well as the radiators.

Our surveyors measure the house, lift a few boards and make small inspection openings where the construction is uncertain, then record wiring, pipework, flues, chimney breasts and the roof void, so the specification starts from the building as it really is.

When a Rickmansworth refurbishment needs permission

Much of a refurbishment is not development at all. Section 55 of the 1990 planning Act takes out of the definition of development any works that touch only the inside of a building or make no material change to how it looks from outside, so rewiring or replastering an unlisted house falls outside planning control.

Outside, conservation areas change the position. They count as article 2(3) land, where householder permitted development no longer covers facing the outside walls, in whole or part, with stone, artificial stone, pebble dash, render, timber, plastic or tiles, and the Batchworth Heath appraisal notes that permission is needed there for dormers, other roof alterations, external cladding and works to trees.

On the Moor Park estate an Article 4 direction has, since January 2005, withdrawn permitted development rights for rooflights, hardstanding, walls, gates and fences. The appraisal judges any rooflight visible from the street unlikely to be acceptable, recommends small, low profile ones elsewhere, and counts characteristic original features, chimneys among them, as part of the area's special interest.

Listed buildings follow their own process. The district has 350 listed buildings and structures, and anything touching a listed building's significance needs Listed Building Consent first; the Batchworth Heath appraisal applies that to internal as well as external alterations there. Two Rickmansworth local lists add locally important buildings, which carry no statutory protection of their own.

Heating, windows and wiring: what building control sees

A good part of any refurbishment is building work in its own right. The government's guide names several alteration projects that may need sign-off under the building regulations, among them a new or replacement heating system, extra radiators, replacement windows and doors, new roof coverings, and new fuse boxes with their connected electrics. That approval is a separate matter from planning permission.

For a Rickmansworth house that approval comes from Hertfordshire Building Control, or from a private registered building control approver; the approver then gives the council an initial notice. A tradesperson who belongs to a competent person scheme can certify their own work, so you need not apply.

Ventilation travels with the rest. Approved Document F says that where a kitchen or bathroom is the subject of building work, the fans already fitted, cooker hoods ducted outside among them, should stay or be renewed, and that more ventilation may be needed if refurbishment would leave the house less compliant than before.

We fix the building control route before the work is priced, call the inspector at each stage agreed, and at the end you receive the completion certificate along with the electrical and gas safety records.

Refurbishing a house in Rickmansworth

Our London team, made up of in-house architects, designers and structural engineers and backed by Hampstead Chartered Surveyors & Building Consultancy, takes on house refurbishments in Rickmansworth from the Finchley Road studio. Any planning application goes to Three Rivers District Council, and building control to Hertfordshire Building Control or a private registered approver, whichever suits the job.

Work runs from the top of the house downwards: roof and loft first, then first-floor services, then the ground floor, so that finished rooms are not disturbed by trades still working overhead.

Stairs, floors and original joinery that stays are protected before strip-out begins. Chimneys, sash and casement windows and timber details are repaired where they can be and matched where they cannot, using the brick, render and tile the survey recorded.

If you stay in the house, we set up a sealed working zone and keep a usable kitchen and bathroom available wherever the layout allows.

Outside Rickmansworth, and in London rather than Hertfordshire: Project example: Belsize Park, NW3. That project of ours is a Victorian townhouse on five storeys whose owners wanted the whole interior refurbished, together with basement, extension and loft work, as its case study records.

House Refurbishment in Rickmansworth: Questions

Do internal works to a Rickmansworth house need planning permission?

For an unlisted house, generally no. Under section 55 of the 1990 planning Act, work that only alters the interior, or that has no material effect on the outside appearance, does not count as development. Building regulations can still apply, and a listed house needs Listed Building Consent for work affecting its significance, which can include interior alterations.

How does one of Rickmansworth's conservation areas affect windows, doors and roofs on a Rickmansworth house?

Every conservation area counts as article 2(3) land, which narrows some householder permitted development rights: cladding the exterior is not permitted development, and the Batchworth Heath appraisal says dormers and other roof alterations need permission there. On the Moor Park estate an Article 4 direction covers rooflights, hardstanding, walls, gates and fences. Replacement windows and doors also come under building regulations, so we confirm both routes for the address before ordering anything.

What needs listed building consent in a Rickmansworth refurbishment?

Any works to a listed building that affect its significance. The council counts 350 listed buildings and structures in the district, and at Batchworth Heath its appraisal says alterations to the listed buildings, external or internal, need its consent. Repairs, alterations and extensions to historic buildings may need planning permission or Listed Building Consent, so we confirm the listing before design and keep as much historic fabric as we can.

How do you scope and quote a house refurbishment in Rickmansworth?

Once we have visited, our surveyors measure the house and we establish its planning and listing position. A written scope follows, listing every element, from strip-out, wiring and heating to windows, joinery and decoration, and the quote is built from that list so you can see what is included room by room.

Who checks building regulations compliance when a Rickmansworth house is refurbished?

Hertfordshire Building Control, or, if you would rather, a private registered building control approver; either way an inspector looks at controlled items, for instance a replaced heating system or new windows, at the agreed stages. An installer belonging to a competent person scheme certifies their own work instead.

What do you need from me before a feasibility visit to a Rickmansworth house?

The address, any plans or past planning permissions you hold, photographs of the front, the back and the roof, and a short list of the changes you have in mind. Let us know whether the house appears on the national list or the council's local list, and whether earlier work was done without approval, because both affect the route we recommend.
