Whole-house refurbishment for Virginia Water's detached houses, semis and cottages, with structure, services, insulation and finishes planned as one job from a measured survey.
At the 2021 Census just over half of the ward's households lived in a detached house, and the council's design guidance describes homes loosely grouped on larger than average plots. Whatever the size of the house, we trace its service runs, roof structure and drainage before anything is stripped out.
The older homes, from the cottages along Stroude Road to the bungalows on Callow Hill, need a different eye from the post-war houses of Trumps Green, so we survey each on its own terms before a specification is written.
The house types a Virginia Water refurbishment deals with
The 2021 Census counted 2,336 households in the Virginia Water ward; 50.3 per cent of them lived in a detached house and 21.9 per cent in a semi-detached one.
In its character typology the council's Design SPD names Virginia Water as a place where its landscape-led formal suburban type is found: houses generally built after 1960, set loosely on larger than average plots and use traditional brick, stone, render or pebble dash.
The neighbourhood plan fills in the detail street by street: mainly post-war brick or rendered two-storey houses under tiled roofs in Trumps Green, several Victorian and interwar cottages and bungalows on Callow Hill, and a mixed line of farm cottages, bungalows and houses down Stroude Road.
For a refurbishment the age of the house matters more than its style. We establish the wall construction, roof structure and footing depth before specifying any material, because a post-war semi and a Victorian cottage call for different insulation, repairs and finishes.

When a Virginia Water refurbishment needs consent
The national permitted development order covers the improvement or other alteration of a house within its limits, so a refurbishment that changes little outside seldom needs a planning application. Once a change does show outside, the neighbourhood plan's Policy VW1 expects materials and architectural details that suit the building's context.
Listed houses follow different rules. Alongside its Grade I buildings the area has some 15 Grade II listed buildings and structures, and Local Plan Policy EE4 expects historic fabric and features to be retained in place and repaired rather than replaced wherever possible. The council asks for a Design and Access Statement with an application for listed building consent.
Locally listed buildings, among them Cabrera Cottages on Crown Road and Trumps Mill House on Trumps Mill Lane, bring no extra planning controls, though their interest can weigh in any application the work does need.
If the work takes down part of a building, such as a tired rear addition being rebuilt, the council's building control pages say a demolition notice has to be submitted.

Insulation, heating and wiring in a Virginia Water house
Policy VW7 asks that alterations to existing buildings are designed with energy reduction in mind. For a heritage asset, any energy improvement should be consistent with conserving the asset's significance, setting included.
Several ordinary refurbishment tasks can need building regulations approval even where planning has no say: installing or replacing a heating system, replacing fuse boxes and the electrics connected to them, replacing windows and doors, and re-covering pitched or flat roofs. Building regulations approval is separate from planning permission, and a scheme can need both.
Where an installer registered with a competent person scheme carries out a task such as replacing the consumer unit, you do not have to seek approval yourself.
Making a house tighter can affect its ventilation. The 2021 edition of Approved Document F warns that extra ventilation may be needed where refurbishment would leave the building less compliant with the ventilation requirements than it was beforehand. A 2026 edition now covers buildings subject to the 2026 standards, with earlier versions still applying under previous standards, so the building control body confirms which edition governs the work.
We sequence the job so cables and pipes go in before plaster and boards, insulation is fitted while ceilings and floors are open, and the heating is commissioned and its records filed before the rooms are handed back.

Running a refurbishment on a Virginia Water street
Trumps Green Road crosses a railway bridge where the Longcross ward begins, and the neighbourhood plan notes that access for larger vehicles is restricted by its 12ft height limit, so we size deliveries to suit before the first load is booked.
The council takes reports of excessive or out-of-hours construction noise and dust, and building control expects site inspections to be arranged as the work reaches each stage. We agree working hours, dust control and the inspection points with you at the outset.
Inside, retained floors, staircases and joinery are boarded and sheeted before the strip-out begins, one route through the house is kept clean for you, and each room is checked against the drawings before the decorators arrive.
Outside Virginia Water, and in London rather than Surrey: Holland Avenue, Wimbledon SW20. That completed project of ours combined a loft conversion, a double-storey extension to the rear and side, and a whole-home refurbishment, as its case study describes.

House Refurbishment in Virginia Water: Questions
Do internal works to a Virginia Water house need planning permission?
Seldom on their own. The national order gives permitted development rights for the improvement or other alteration of a house within its limits. A listed house is different: listed building consent is its own application, for which the council asks for a Design and Access Statement, and Local Plan Policy EE4 expects historic fabric to be retained and repaired wherever possible. Any change that shows outside and needs an application is also measured against the neighbourhood plan's design policy.
Are any Virginia Water houses listed, and how do I check?
Some are. The neighbourhood plan's screening report records the former Holloway Sanatorium and Great Fosters at Grade I and some 15 Grade II buildings and structures, and the council's local list adds homes such as Cabrera Cottages and Trumps Green Cottage. Locally listed buildings can be viewed on the council's online mapping, and we check both national and local listings for the address before the survey.
Which features should a Virginia Water refurbishment keep?
On a listed house, Local Plan Policy EE4 expects historic fabric and features to stay where they are and be repaired wherever possible. In Virginia Park the design code asks for the decorated brick walls of the former sanatorium to be kept. On an unlisted house the choice is yours, and we record fireplaces, joinery, doors and floors at the survey so you can decide what stays before work begins.
How do you scope and quote a house refurbishment in Virginia Water?
From a measured survey and an opening-up schedule. We list every room and element, mark what is known and what has to wait until floors and ceilings are opened up, and price each element on its own line so the quote can be read against the drawings.
What building regulations sign-off will a house refurbishment in Virginia Water need?
Work such as a new heating system, replacement windows, a re-covered roof or new fuse boxes can need approval. That comes from Runnymede Borough Council's in-house Building Control team, for Runnymede Borough Council, until 31 March 2027, and from 1 April 2027 the provider named by West Surrey Council, or from a private registered approver you appoint. Items done by a competent person scheme installer are certified by that installer.
Which drawings or photographs help at a feasibility visit for a house refurbishment in Virginia Water?
Any existing plans, earlier planning decisions and building control certificates, the deeds plan, and photographs of the loft, the boiler, the consumer unit and any damp patches. Old approvals for earlier extensions are worth finding too, because they show what has already been changed.
