A large house on St George's Hill may be one of the estate's older houses or a much bigger replacement for one. The council's 2012 description is of mainly two-storey houses, some using the roof space as rooms, on wooded plots set back from the road behind vegetation. Which of those two kinds of house you own decides where the work starts.

An older house may be listed, and listing reaches inside as well as out. If a house was built under a recent planning permission, conditions on it may still protect particular trees on the plot. Either way, we open the records before we open the walls.

When a St George's Hill refurbishment needs consent

Planning decisions here are made by Elmbridge Borough Council until 31 March 2027; East Surrey Council from 1 April 2027. The council's householder guidance warns that other consents may be needed as well as, or instead of, planning permission, and names listed building consent and work affecting protected trees among them. If you want the council to confirm in writing whether existing or proposed works need planning permission, you can apply for a lawful development certificate.

St George's Hill is not one of the six conservation areas the Design Code names in the Weybridge settlement, so on the council's list conservation area controls are not the question for a house here; listing and protected trees are. The council's My Neighbourhood service confirms the position for your own address.

Before the first wall is opened up we search the planning file, check listing and tree protection for the address, and put the answers in writing alongside the scope, so you know which parts of the work need an application and which do not.

Older and listed houses on the estate

We use the council's 2012 Weybridge companion guide only as a description, because the Design Code replaced it for planning applications submitted after 6 January 2025. That guide recorded that some older houses on St George's Hill are statutorily listed and others are of historic and architectural interest, and that much larger dwellings have replaced many of the houses Walter George Tarrant designed and built.

On a listed house the listing covers internal features as well as the exterior, and reaches curtilage buildings and boundary walls and fences. Any alteration that affects a listed building's character as a building of special interest needs Listed Building Consent, and each such application needs a Heritage Statement. Maintenance and like-for-like repairs do not.

Explore Elmbridge and the National Heritage List for England show whether a house is listed. The council's Local List, agreed on 5 July 2023, records buildings of local interest; it gives no extra legal protection, but the council applies conservation policies to them through planning.

On a listed or locally listed house we record joinery, plasterwork, fireplaces and staircases room by room before any strip-out, mark on the drawings what stays, and agree a repair method for each item in writing before trades start.

Refurbishing a house on a wooded plot

The 2012 guide picked out St George's Hill for its tree cover, mostly in private gardens, and placed the houses in very generous wooded plots behind vegetation. The council protects trees through conservation areas, tree preservation orders, ancient woodland designation and conditions on granted permissions, and its TPO search covers trees on or around a property.

A refurbishment can reach the trees without touching the garden on purpose: a new drainage run, a replaced service trench, a scaffold base or a skip on the lawn can all sit over roots. Policy DM6 expects existing trees and their root systems to be protected before, during and after construction, and the council says any permitted development scheme that may affect protected trees, roots included, needs its permission.

We mark root protection areas on the site plan before any trench is set out, route new services round them where we can, and agree any unavoidable work inside them with an arboriculturist before it happens.

Building regulations for a St George's Hill refurbishment

Building control on St George's Hill is Elmbridge Building Control Services (EBCS), for Elmbridge Borough Council, until 31 March 2027, and from 1 April 2027 the provider named by East Surrey Council. The council's building control page names structural alterations as one reason approval may be needed, its officers check the work against the Building Regulations, and the regulations apply regardless of the planning position.

Two features of houses here come up at this stage. The 2012 guide noted rooms in the roof space in some houses, and the flood assessment records Bagshot Formation sand under the settlement area, with clay laminations and flint pebble beds. Where a refurbishment reaches the roof rooms, we settle escape routes and insulation with the building control surveyor at design stage; where a wall comes out, the engineer sizes the new bearings and any new foundation for that ground.

We prepare the building regulations drawings and structural calculations, book each inspection as the work reaches it, and hand over the completion certificate together with the electrical and heating certificates.

How we run a whole-house refurbishment on the hill

The first step is measuring every floor and the roof void, recording the condition of the fabric and services, and photographing anything to be kept. From that we draw the house as it stands, then the proposed layout, then a room-by-room specification that the quote is priced against.

Where you plan to stay in part of the house, or to refurbish it in phases, we split the work by floor or wing, keep a protected route through the occupied rooms, and isolate services so the rooms you live in keep heating, water and power.

Before site set-up, check the estate's own requirements with its residents' association, St.George's Hill Residents Association Limited. We then plan deliveries, skips and parking around what it tells you, protect drives, floors and joinery, and finish with a snagging walk-round and a handover file of drawings, certificates and manuals.

Outside St George's Hill, and in London rather than Surrey: Holland Avenue, Wimbledon SW20. That completed project of ours combined a loft conversion, a double-storey extension to the rear and side, and a whole-home refurbishment, as its case study describes.

House Refurbishment in St George's Hill: Questions

Do internal works to a St George's Hill house need planning permission?

It depends on the house rather than the estate. The council names listed building consent and permission for work affecting protected trees among the consents that can be needed as well as, or instead of, planning permission, and listing covers interiors. For an unlisted house where the work stays inside, we confirm the position for your address, and the council will confirm it formally through a lawful development certificate. Building Regulations apply either way.

Are any St George's Hill houses listed, and how do I check?

The council's 2012 Weybridge guide recorded that some older houses on the estate are statutorily listed. Check your own house on Explore Elmbridge or the National Heritage List for England, and look at the council's Local List, agreed on 5 July 2023, for buildings of local interest that are not statutorily listed.

Which features should a St George's Hill refurbishment keep?

On a listed house, anything that contributes to its special character, inside or out, including curtilage buildings and boundary walls and fences, unless Listed Building Consent allows a change. On any house here, the boundaries and the trees: the 2012 guide treated boundaries as a significant part of the estate's character, and the current Design Code puts keeping existing trees first. We list the features worth keeping room by room at survey.

How do you scope and quote a house refurbishment in St George's Hill?

After the free feasibility visit we carry out a measured survey and check listing, tree protection and the planning file for the address. The written scope then sets out each room's work, the services being renewed, any specialist reports needed and any questions still open with the residents' association. The quote is priced against that scope rather than estimated before it.

What building regulations sign-off will a house refurbishment in St George's Hill need?

Building control here is Elmbridge Building Control Services (EBCS), for Elmbridge Borough Council, until 31 March 2027, and from 1 April 2027 the provider named by East Surrey Council. Structural alterations are among the work the council says may need approval, and its officers check the work against the Building Regulations. We collect the electrical and heating certificates for the same handover as the completion certificate.

Which drawings or photographs help at a feasibility visit about refurbishing a St George's Hill house?

Floor plans from a sale or earlier building work, the decision notice and approved drawings if the house was built or altered under a recent permission, any tree report, and photographs of the rooms you plan to change, especially ceilings, roof spaces and the plant room. For a listed house, bring its list entry as well.
