Bathroom renovation in De Beauvoir Town at a glance

A De Beauvoir bathroom usually falls into one of two cases. In a listed house, such as the Grade II terraces on the Hackney side of Balls Pond Road or the pair of villas at 96 and 98 Downham Road, a new or moved bathroom needs listed building consent where it affects the building’s special interest. In a flat where Hackney Council is the landlord, a new suite goes on the council’s alterations form under its own kitchen and bathroom category. Elsewhere, building control and any lease set the checks.

The buildings

Listed houses where a De Beauvoir bathroom needs consent

Planning Data places each of these list entries in Hackney and in the De Beauvoir Conservation Area. In each, a bathroom that affects the building’s special interest needs listed building consent before work starts.

On the north side of Downham Road, the pair of villas at 96 and 98 is listed Grade II, and the 2008 appraisal picks out no. 96’s front porch with Ionic fluted capitals. 85 Mortimer Road is listed Grade II too, and the appraisal’s own schedule of listed buildings names it. In houses like these a bathroom is often fitted into an existing bedroom or dressing room, so the work turns on where pipes and the extract can run without cutting through cornices, floors or joinery that form part of the listing.

On the Hackney side of Balls Pond Road, 121-151, part of Brunswick Place, a terrace of 1812, was listed Grade II on 4 December 1974, and 99-113, part of a terrace of two storeys over a basement, is listed Grade II as well. These houses are outside the De Beauvoir Article 4 property database, which lists no Balls Pond Road address, but listing still brings internal bathroom work under listed building consent where it affects their special interest. In these houses, a new bathroom is a listed building question before it is a plumbing one.

Council leaseholders: the kitchen and bathroom route

How does the council’s form treat a new bathroom?

Hackney’s alterations to dwelling form, for leaseholders whose landlord is the council, has a Kitchen and Bathroom category. A new bathroom suite or flooring that leaves the layout unchanged skips the plan sections. If the layout changes, the form asks for current and proposed plans marked with every pipe run and service that will change or be added. Either way, it asks whether each contractor belongs to a competent person scheme such as Gas Safe, ELECSA or FENSA. It also asks for the building control approval or completion and any planning permission.

Floors and leaks in a council block

Who answers for the floor and for leaks?

Hackney’s leaseholders’ rules require carpet or another noise-reducing covering on the floors of flats and maisonettes in its blocks, but not in kitchens and bathrooms. That exemption does not lift a separate rule: laminate or other hard floor coverings need the council’s written permission, given only if it is satisfied that enough has been done to reduce noise to other residents. A leaseholder also pays to put right leaks into a neighbour’s home from an overflowing bath, basin or shower, or from faulty work done by or for them.

Extract vents on brick and stucco

Where can the fan’s outlet go?

New external vents are often needed for bathroom extract fans, and Hackney’s 2025 SPD asks for them to be sited to keep harm to the building’s appearance to a minimum. In most cases it finds a traditional air-brick, colour-matched to the wall, an appropriate outlet; vents in glazing are acceptable only if neatly done, and flush in-line vents are expected on roofs. On a front of yellow stock brick and stucco, that points to a rear or side wall wherever the room allows.

Lower floors and surface water

What does the flood evidence say?

Hackney’s Level 2 Strategic Flood Risk Assessment, a September 2010 evidence study rather than policy, reviewed national Environment Agency mapping and named De Beauvoir Town among parts of the borough susceptible to flows and ponding of surface water. The study warns that this mapping is high-level, does not show individual properties and should not be used for spatial planning decisions. For a bathroom or WC on a lower ground floor, treat it as a reason to check the address on GOV.UK’s long-term flood risk service and to design the drainage with care.

What the work covers

What a De Beauvoir bathroom renovation covers

Planning the room around what is listed

In a listed house the layout starts from what has to stay: fireplaces, partitions, panelling, shutters and old floors. Pipes follow existing voids where possible, the suite is arranged so that nothing cuts into a cornice or a historic door, and any change that needs listed building consent is drawn and approved before the strip-out begins.

Hackney Council: listed buildings and listed building consent

Waste, water and the floor

Each fitting is connected to the soil stack with falls that let it drain by gravity, and failed lead or cast-iron pipework is renewed. Shower areas are waterproofed before tiling, and in a flat any leak would reach a neighbour’s home, so the whole floor is detailed to hold water while the valves and traps stay reachable through removable panels.

Ventilation, lighting and electrics

Ventilation and electrics are designed together. The fan’s duct run, the light switching and any underfloor heating are fixed on the drawing before the boxing goes in, so nothing has to be chased out later. Certificates for the electrical work, and for any building control application, are handed over when the room is finished.

How we work

How we run a De Beauvoir Town bathroom renovation

  1. Visit

We see the room, trace where the stack runs, and check which floor it is on and what lies beneath.

  2. Survey

The drainage falls, the extract route and the floor build-up at the door are measured before a layout is drawn.

  3. Design

The layout, waterproofing and storage are drawn; where a floor or wall changes, our own architects and structural engineers design it.

  4. Price

You receive a fixed written price once the design and fittings are agreed.

  5. Installation

The dates, and any days without a working bathroom, are agreed before work starts.

  6. Handover

Testing, then care notes for the finishes and fittings. Completed work carries a 12-month defects-rectification period under the JCT contract terms.

Your brief

Before you ask for a quotation

  1. Room, floor and what lies below

Tell us the size of the room, the floor it is on and what is underneath it: a kitchen, a bedroom, a neighbour’s flat or a basement. A few photographs of the room, the ceiling below and the outside walls show where pipes and vents run now.

  2. Listing and landlord

Say whether the building is listed or on the local list, and whether Hackney Council or another freeholder is your landlord. Both decide which consents go in before the first fitting is ordered, and the council’s form needs drawings if the layout changes.

  3. Fittings chosen and still open

List the fittings you have chosen and those still to decide, with any need for level access or grab rails. Undecided items are priced as named allowances, so that quotations from different builders stay comparable line by line.

Questions before you begin

Bathroom renovation in De Beauvoir Town: questions

Will you renovate one De Beauvoir bathroom as a standalone job?

Yes. We take on a standalone bathroom renovation in De Beauvoir Town with no other work in the home, from a shower room in an estate flat to a bathroom in a listed villa. Send the room’s rough dimensions, the floor it is on, what is below it and a few photographs. If you are a council leaseholder, say so at the start, because the council’s permission shapes the timetable.

Will the council’s estate programme replace my bathroom?

Possibly, but the council has not said when. Hackney’s De Beauvoir page says its plans for new homes are part of a coordinated investment in the De Beauvoir Estate that includes hundreds of new kitchens and bathrooms for existing residents, alongside better public spaces, drainage and security. The page does not say whether leaseholders’ homes are included. Ask the council before planning your own work; if you go ahead, the alterations form described above applies.

What if the last bathroom was fitted without building control approval?

Hackney Building Control offers a regularisation application for work already done without approval, where that work was carried out after 1985. Parts of it may need to be opened up for inspection, and the council issues a completion certificate only once the work is satisfactory. It is worth settling before a new bathroom goes over old pipework or wiring that was never checked.

Hackney Building Control: types of building control application

Does a new consumer unit come into a bathroom job?

Often, in an older house whose wiring has been extended over the years. Under Approved Document P (2013 edition), replacing a consumer unit is notifiable electrical work, as are new circuits and any additions or changes to circuits in the zone around a bath or shower. Ask the registered electrician, or building control where it inspects the work, for the certificate when the room is handed over.

GOV.UK: Approved Document P, electrical safety in dwellings (2013 edition)

Is a wet room possible in a De Beauvoir flat?

Often, if the floor can be laid to a fall towards the drain. In a timber floor the joists may need adjusting to create that fall, and in any floor the waterproofing has to run up the walls. In a council block, a wet room changes the layout and the floor finish, so it goes on the alterations form with plans. Where it is needed for a disabled resident, Hackney’s disabled facilities grant lists wet rooms among its uses, but only for work approved before it starts.
