Loft conversion in Purley
Test the roof space before settling on a layout.

A measured roof survey should establish headroom, structural spans and where a staircase could meet the floor below. Plan the stair, escape route, insulation and building services together before treating the loft as another room.
Compare the proposed roof shape with the address-specific design guidance below. Record chimneys, shared walls and neighbouring rooflines, then ask the appointed designers to identify the structural work and consents the proposal needs.
The local building context
Upper Woodcote Village, laid out in 1903 in the estate’s south-western corner and designated in November 1973, is a model village around a four-acre green, the estate’s only open space, which Croydon Council owns and manages. Its cottages were meant for estate workers but proved too expensive and were sold privately. The council’s updated draft counts one detached and five semi-detached workers’ cottages by Webb, and its 2026 version describes Nos 11–12, 15–16 and 17–18 as two-storey Mock Tudor pairs with mock-timber framing above white roughcast.
The 2007 appraisal notes that most of Webb’s original houses were white rendered and newer ones tend to be red brick. The updated draft adds houses mostly of brick with roughcast lower walls, timber and leaded windows, half-timbering and pitched roofs with subordinate gables or hips, in Arts and Crafts, Tudor Revival and Neo-Georgian styles. For Purley as a whole, the Croydon Local Plan 2018 describes the housing away from Brighton Road as large detached houses on relatively large plots and low-density scattered houses on relatively small plots.
Purley Library on Banstead Road has a CR8 address, but a CR8 postcode does not show whether a house is inside either conservation area. In 2007 the council declined to add the south side of Foxley Lane and part of Smitham Bottom Lane to the Webb Estate, and the updated draft treats Foxley Lane, Smitham Bottom Lane, Manor Way, Monahan Avenue and Woodcote Valley Road as part of the areas’ setting. Purley & Woodcote is an election ward name, and it does not mark these boundaries either. Look the house up on Croydon’s conservation area map, then check the statutory list, the Article 4 list, the title with its covenants and the planning history.

Local design and consent context
The Webb Estate and Upper Woodcote Village appraisal and management plan was adopted as a supplementary planning document on 25 June 2007, and the council’s directory still links it; the document itself carries a council note that some of its policy references are out of date. An updated version was consulted on from 29 August to 2 October 2025 and recommended by Cabinet on 24 June 2026, but at Full Council on 20 July 2026 the adoption item was withdrawn, because councils could no longer adopt new supplementary planning documents from 30 June 2026.
Permission will not normally be granted to subdivide existing single plots, or for uses in conflict with the residential character, flat conversions included. Extensions are discouraged unless they make a positive contribution to the landscape character, any development over two storeys must show it does not dominate the site, and garages and outbuildings should not sit in front of the main building line. Render, where used, should preferably be white.
Croydon’s Article 4 page lists every direction in the borough, and none covers the Webb Estate or Upper Woodcote Village; elsewhere in Purley, check your street against that list. Croydon’s conservation areas page names Chatsworth Road, The Waldrons and Kenley Aerodrome as the conservation areas covered by Article 4 directions. For these two areas, the 2007 appraisal only reserved the council’s right to make a direction, and the 2026 report and Consultation Statement said none was proposed. The one direction that applies in both areas is borough-wide: made on 28 January 2019, it requires planning permission to turn a house or flat into a small house in multiple occupation.

Access and site planning
Croydon accepts skip permit applications from skip suppliers only, at least 5 working days ahead; inside a controlled parking zone a skip goes in a parking bay under a dispensation or suspension, and never on the A22, A23 or A232 red routes. Scaffolding, hoardings, containers and materials on the highway need a licence; a scaffold licence runs for at least a month, and a hoarding licence needs a site meeting first. Croydon wants at least 10 working days’ notice of a parking suspension. The updated draft describes most estate roads as private, some with vehicle gates, so ask the road owner about deliveries.
