Survey the rooms, structure and building services before separating repairs from alterations. Identify the features to keep and the rooms that must remain usable, then coordinate heating, electrics, bathrooms, kitchens and finishes in one written scope.
Record allowances and exclusions against the drawings. Plan inspections before work is covered, agree how changes will be priced and keep a clear handover list for certificates, commissioning and snagging.
The local building context
The 2007 appraisal describes tall, narrow, three-storey brick houses of the late eighteenth century on Inmans Row and the adjoining High Road; late Victorian and Edwardian houses on Broomhill Road between Grange Avenue and Fairfield Avenue, detached, semi-detached and terraced, with some flat conversions; and Mornington Road, which it singles out for its Arts and Crafts houses. In Woodford Wells the stock is more ordinary, mostly detached or semi-detached family houses in their own gardens. Yellow stock brick is common, and older roofs are natural slate or clay tile.
Monkhams was laid out from the early 1900s to the 1930s and recognised as a Residential Precinct in 1971. Since 18 November 2013 its southern, earlier part, including Monkham’s Drive, Monkham’s Avenue and Queen’s Avenue, has been in Woodford Broadway Conservation Area, east of Woodford Green Conservation Area. The northern part, including Malvern Drive, Princes Avenue, Woodland Way and the northern part of Kings Avenue, is the Monkhams Local Character Area on the 2023 Local Heritage List: large single houses on spacious plots with generous gaps between them.
Redbridge’s 2007 appraisal says the boundary with Waltham Forest runs through Woodford Green, and each council has its own Woodford Green Conservation Area. Neither the place name nor an IG8 postcode tells you which council handles applications for a property, or whether it falls in a conservation area or a Local Character Area, is listed, or needs particular consents. Monkhams is also the name of a council ward, which tells you nothing about any of this. Use the council finder for the exact address first. Then ask that council about conservation area and Article 4 coverage, and check the statutory list, your title or lease, and past applications for the property.

Local design and consent context
Redbridge’s former Residential Precincts are now called Local Character Areas, and the council says they should be considered in planning decisions even though they are not designated heritage assets. The August 2023 list includes Monkhams, whose entry names inappropriate hip-to-gable roof extensions and the use of uPVC among harmful alterations, and two more next to Woodford Green Conservation Area: Empress Avenue, laid out between Woodford New Road and the High Road, and the Laing Estate of the 1930s. Local Plan policy LP33 supports development in these areas that respects their intrinsic character.
The 2023 list of buildings still includes 2–11 The Terrace, which the 1993 scheme described as mid-nineteenth-century houses, mainly semi-detached, with ironwork porches and hipped slate roofs. The same review removed 17–18 Broomhill Road as heavily altered, so check the current list rather than an older document before treating a house as locally listed.
Where an Article 4 direction applies, Redbridge explains, it removes some development rights, with examples such as replacement windows and doors and roof coverings, and you then need a planning application for the change. Redbridge’s list of every direction in the borough includes none in its Woodford Green, Woodford Wells or Woodford Broadway conservation areas; it does include a borough-wide direction on small houses in multiple occupation. The list covers Redbridge only, so for an address in Waltham Forest, ask that council.

Access and site planning
Redbridge sets the permitted hours for construction and building work at Monday to Friday, 8am–6pm, and Saturdays, 8am–2pm; Sundays and bank holidays allow no noisy works, and the council can act on noisy building work at unreasonable times. Give the people next door, and any managing agent or freeholder, the start date and a note of the loudest stages well ahead. Settle early, as a household, whether to move out while the heaviest work is under way. For an address in Waltham Forest, ask that council for its hours.
