Asbestos Register and Management in Commercial Buildings

Control of Asbestos Regulations 2012 place specific duties on commercial building duty-holders. Before any fit-out or refurbishment, the asbestos register is the first document to consult.

CAR 2012 duties

Types of survey

  1. Management survey

    Standard ongoing management. Non-intrusive inspection for accessible ACMs.

  2. Refurbishment/demolition survey

    Intrusive, required before any refurbishment or demolition works. More comprehensive.

Pre-fit-out asbestos check

Before any commercial fit-out or refurbishment starts, the refurbishment asbestos survey must be reviewed. Common findings in pre-2000 London commercial stock:

Removal

Licensed asbestos removal contractor (LARC) required for most notified works. Non-licensed work permitted for certain low-risk materials. Notification to HSE typically 14 days before works.
