Before any commercial fit-out or refurbishment starts, the refurbishment asbestos survey must be reviewed. Common findings in pre-2000 London commercial stock:
Licensed asbestos removal contractor (LARC) required for most notified works. Non-licensed work permitted for certain low-risk materials. Notification to HSE typically 14 days before works.

All buildings with potential asbestos (pre-2000 construction) must. The register lives with the duty-holder.
