2. Flanking the Conservation Officer

In RBKC, the Conservation Officer wields immense, almost dictatorial power over the aesthetics of the Refurbishment. If you submit a massive, frameless glass rear extension directly to Planning, the Conservation Officer will frequently kill it silently internally, leaving you with an instant refusal.

The Pre-App is our mechanism to drag the Conservation Officer out to the site. We walk the empty rooms with them, debating the historic value of a disputed 1930s staircase, or arguing the structural insignificance of a modern rear closet wing. By securing their conceptual buy-in on site, we neutralize the greatest threat to the project's viability.

3. The Structure of the Pre-App Attack

We utilize 3D massing models, precedent studies from successful nearby appeals, and detailed daylight/sunlight parameters to essentially force the council into conceding that our "ambitious" design is actually fully compliant with the RBKC Local Plan.

The output of the Pre-App is a formal letter from the council. While technically not legally binding, it is politically immense. If an RBKC planning officer confirms in a Pre-App that a specific subterranean footprint is "likely to be viewed favorably," it becomes incredibly difficult for them to suddenly refuse the identical geometry in the Full Application without risking humiliation at a formal planning appeal.
