1. The Clock Starts Ticking
When our Architecture team submits a planning application for a Full Refurbishment to the London Borough of Hammersmith & Fulham (LBHF), the government strictly dictates an 8-week statutory timeline for standard "minor" household applications (which includes most mega-mansions). The clock only starts once the council "validates" the application by confirming all fees, documents, and scale bars are physically correct.
2. The Public Consultation Period (Weeks 1-4)
The first month of the 8-week window is entirely dedicated to the statutory public consultation. The Planning Directorate physically bolts yellow notices to lampposts outside the property and mails letters directly to immediate neighbors. They give the public exactly 21 days to lodge formal objections. During this terrifying window, we aggressively monitor the LBHF Planning Portal to intercept incoming neighbor hostility.
3. The Officer Assessment (Weeks 5-7)
Following the consultation, the assigned LBHF Case Officer analyzes the plans. They consult internally with the Conservation Officer regarding heritage impacts, and with Highways regarding parking stress. A site visit is conducted to visually assess the potential for "overlooking" or "loss of light" to the neighbors who objected.
4. The Last-Minute Negotiation
By Week 7, the officer will usually indicate their decision. If they intend to refuse the application because a proposed dormer window is "too bulky," a highly aggressive, rapid negotiation occurs. We will frequently offer to legally amend the drawings during the application process (reducing the dormer size) to avoid a complete refusal, saving the client the agony of starting again from scratch.
5. The Committee Danger (Week 8)
Most household applications are decided under "Delegated Powers" by the planning officer alone. However, if your basement application triggers massive political anger—such as organized opposition from the local Resident's Association or local ward councilors—the decision may be "Called In" to the formal Planning Applications Committee, adding weeks of delay and introducing highly unpredictable local politics into a technical process.
