The London Borough of Hammersmith & Fulham (LBHF) frequently views national Permitted Development Rights (PDR) as a threat to local architectural heritage. If residents can legally change windows or paint brickwork without asking permission, the historic streetscape degrades rapidly. To combat this, the Planning Directorate deploys "Article 4 Directions."

2. Stripping Away National Rights

An Article 4 Direction is a localized legal decree that explicitly revokes specific national PDR for a specific street or Conservation Area. If your street is under an Article 4 Direction regarding front boundaries, you suddenly require full planning permission merely to demolish your front garden wall, an act that would be perfectly legal on the next street over.

3. The Common Article 4 Targets

In affluent areas like Parsons Green or Brook Green, LBHF frequently uses Article 4 Directions to protect the exterior skin of the building. They commonly remove the rights to alter windows (preventing UPVC swaps), paint previously unpainted brickwork, install artificial slate roofs, or replace traditional cast-iron front railings.

4. The Deconversion Article 4

LBHF has also utilized Article 4 Directions to protect the housing stock mix. In certain zones, they have removed the automatic permitted development right to convert a single-family dwelling house into an HMO (House in Multiple Occupation). You must now apply for full permission, which is routinely denied to prevent transient "party house" micro-communities forming in wealthy residential enclaves.

5. The Due Diligence Prerequisite
