2. The Limitations of the Service
The critical mistake renovators make is treating the Duty Officer’s verbal opinion as a legally binding guarantee. It is not. The Duty Officer will offer high-level advice: "Yes, you generally need permission for a dormer in a Conservation Area."
However, they will never look at your specific Architectural sketches over email and say, "Yes, we will approve that." They are strictly forbidden from pre-determining an application without a formal process.
3. What They Cannot Tell You
The Duty Officer cannot:
- Confirm if your property has its Permitted Development (PD) rights intact, as this requires a deep title audit for historical Article 4 Directions.
- Provide subjective design advice on whether an extension is "too big."
- Guarantee that a specific material will be approved by the Conservation team.
4. The Danger of Misinterpretation
Often, a client will call the Duty Officer, ask a badly phrased question, receive a tentative "no," and subsequently abandon a multi-million-pound Full Refurbishment project. This is fatal. Planning is an aggressive, interpretative discipline. A junior Duty Officer's initial hesitation does not override the fact that our Planning Directorate can force approval through legal precedent and rigorous engineering.
5. When to Use the Duty Officer
The Duty Officer is highly useful for purely administrative queries: "What is the current validation backlog?" or "Do I need to submit a Flood Risk Assessment for Ward X?" For strategic design and likelihood of approval, you must bypass the Duty Officer entirely and utilize the formal Pre-App service or hire professional consultants.
