1. The Housing Target Conflict
A highly lucrative real estate strategy in the London Borough of Hammersmith & Fulham (LBHF) involves "Deconversion" (or amalgamation). This is the process of purchasing three dilapidated flats within a single Victorian building and converting them back into a single, massive luxury townhouse. However, this strategy is aggressively fought by the LBHF Local Plan.
2. The Loss of Council Tax Revenue
The council is under intense government pressure to deliver new housing units. Deconversion physically destroys housing stock (turning three units into one). LBHF frequently refuses these planning applications arguing that it robs the borough of necessary housing and reduces the council tax base.
Defeating this objection is incredibly difficult. If permission is granted, the architectural reality of a deconversion is brutal. Decades of flat-conversion usually involved destroying the central staircase to fit new bathrooms. Re-engineering a continuous, compliant staircase from the Basement to the fourth floor, while meeting modern Building Control Part K regulations, often requires stripping the entire core of the building back to the brickwork.
