1. The Purpose of the Pre-App

Before submitting a highly controversial, £3-million Full Refurbishment and basement application into the void of the London Borough of Hammersmith & Fulham, our Planning Directorate frequently mandates deploying the formal Pre-Application Advice Service (commonly known as a "Pre-App").

2. Buying an Audience

The Pre-App is a paid, formal process. For a significant fee, LBHF guarantees that a senior planning officer (and crucially, a Conservation Officer if heritage is involved) will review our preliminary Architecture dossiers.

This buys us an invaluable hour-long face-to-face (or virtual) negotiation before any drawings are placed on the public planning portal where angry neighbors can see them.

3. De-Risking the Aggressive Design

We use the Pre-App specifically for "aggressive" designs—colossal, frameless glass rear extensions that clearly push the boundary of the LBHF Local Plan. We present the council with "Option A" (what the client desperately wants) and "Option B" (a safer fallback position).

The planner returns a formal, written "Pre-App Report." This document explicitly details what they hate about Option A, allowing our architects to surgically modify the specific friction points before the real application is submitted, drastically reducing the risk of a formal refusal.

4. Not a Rubber Stamp

Clients frequently believe a positive Pre-App Report guarantees planning permission. It explicitly does not. The report contains a heavy legal disclaimer stating that the advice is "without prejudice." If we submit the final application and eighty neighbors start a ferocious petition against the build, the council can (and will) entirely ignore their own positive Pre-App advice and refuse the application under political pressure.

5. The Time Penalty

While strategically brilliant, the Pre-App incurs a severe time penalty. In LBHF, securing a Pre-App meeting and waiting for the written report frequently takes 6 to 8 weeks. When combined with the subsequent 8 weeks of the standard planning process, utilizing the Pre-App effectively turns the planning phase of a major refurbishment into a 4-month endeavor at an absolute minimum.
