3. The Acoustic Report Prerequisite

You cannot simply submit an architecture drawing showing a box marked "Heat Pump." The Planning Directorate will immediately demand an exhaustive, multi-page Acoustic Report generated by a qualified sound engineer.

This report must mathematically measure the existing "background noise level" (e.g., the hum of the A4 traffic) and cross-reference it against the decibel output of the specific manufacturer's heat pump model. Under LBHF policy, the running heat pump must generally operate 10 decibels beneath the lowest measured background noise at the neighbor's nearest bedroom window.

4. Acoustic Enclosures and Siting

5. The Conservation Clash

If you site the heat pump on a flat roof, the Conservation Officer will likely object to the "Visual Bulk," claiming the ugly metal box ruins the historic roofline. We must then construct a brick parapet or install architectural screens to physically hide the acoustic enclosure, layering planning complication upon planning complication.
